Socio-economic information in first four months of 2011

Agriculture, forestry & fishery

Agriculture

As of mid April 2011, provinces in the North have basically finished cultivation of spring rice crop, with 1,129,000 cultivated ha, equal to 100.5 percent from the same crop last year.

Provinces in the South have harvested 1,648,700 ha of spring rice, equal to 94.4% from the same crop last year. According to preliminary report, rice yield for the region is estimated reaching 10.4 million tons, increasing 108,000 tons from the same period last year, this is mainly due to increase in cultivated area of 2,900 ha; productivity reaches 65.8 quintal per hectare, rising 0.6 quintal/ha. Together with spring crop harvest, 674,300 ha of summer rice have been sowed, equal to 96.4 % from the same crop last year.

As of mid April, provinces over the country have cultivated 502,800 ha of maize, equaling 109.5%; 94,000 ha of sweet potato, equaling 100.8%; 172,100 ha of peanut, equaling 103.2%; 112,300 ha of soybean, equaling 87.3%; 447,200 ha of vegetable, equaling 105.7% from the same period last year.

Forestry

Generally in this year’s first four months, the area under concentrated forestation was estimated reaching 33,100 ha, equaling 87%; dispersed planted trees reaching 77.5 million, up 1%; wood production reaching 1,310,500 m3, up 6.6%; firewood production reaching 9.7 million stere, up 2.7% from the same period last year.

The country’s forest area burnt and destroyed in 4 months was 124.2 ha, of which 52.3 ha were burnt; and 61.9 ha were destroyed.

Fishery

Fishing production in four months was estimated reaching 1,497,400 tons, up 3.1% from the same period last year, of which farmed products achieved 676,600 tons, up 5.3%; catching production 820,800 tons, up 1.4%.

Industry

Industrial production value in 4 months rose 14.2% from the same period in 2010. Of which, the state sector rose 5.1% (central management was up 5.4%; local management up 3.8%); the non-state sector up 16.8%; and the FDI sector up 16.7%.

The consumed index for the manufacturing industry in the three beginning months of 2011 rose 12.7% from the same period last year. The stock index as of 01/4/2011 for the whole sector rose 5% from the same period last year.

Investment

The realized investment capital from the state budget in this year’s first four months was 56.6 trillion dongs, equal to 30.2% from the yearly estimate and up 18.1% from the same period in 2010, of which, capital under central management was 11.129 trillion dongs, equal to 26,6% from the yearly estimate and up 9,8% from the same period in 2010; capital under central management was 45.432 trillion dongs, equal to 31.2% from the yearly estimate and up 20.3% from the same period in 2010.

The attracted FDI from the beginning of the year to 22/4/2011 reached 4,024.1 million USD, equal to 52.2% from the same period last year. Of which, the registered capital of 262 newly licensed projects was 3,205,4 million USD (down 54.9% by capital and 41.3% by projects from the same period last year); the additional registered capital of 88 times of projects licensed from previous years was 818.7 million USD. The realized FDI in four months of 2011 was estimated reaching US$ 3,620 million, rose 0.6% from the same period in 2010.

There were 33 provinces/cities over the country having newly licensed projects in the four months period.

Government revenues and expenditures

As estimated, total Government revenues from the beginning of the year to 15/4/2011 was 190.1 trillion dongs, equaling 31.9% from the yearly estimate, of which domestic revenues gained 123.6 trillion dongs, equaling 32.4%; revenues from crude oil was 26.7 trillion dongs, equaling 38.5%; and from import-export was 38.3 trillion dongs, equaling 27.6%. Of the domestic revenues, receiving from the state-owned enterprises accounted for 32.3%; from FDI enterprises (excluding crude oil) 29.6%, from non-state industrial, commercial and service taxes 32%, from taxes imposed on high-income persons 35.6%, from gasoline fees 27.4% and from other fees 23.2%. 

As estimated, total Government expenditures from the beginning of the year to 15/4/2011 was 202.2 trillion dongs, equaling 27.9% from the yearly estimate. Of which spending for investment and development was 45.6 trillion dongs, equaling 30.0%, for economic and social development, national defense and security 130.4 trillion dongs, equaling 29.5%, for paying debts and aids 26 trillion dongs, equaling 30.6%.

Trade, prices & services

Total retailed sales of consumer goods and services

The total retailed sales of consumer goods and services in the two months were estimated reaching 605.6 trillion dongs; up 22.7% from the same period last year, the pace would be 7.7% if the factor of rising price were excluded. Of which, the trade business gained 478 trillion dongs; up 22.7% from the same period last year; catering and lodging service reached 68.3 trillion dongs; up 25.7%; the service reached 53.2 trillion dongs; up 18.5%; the tourist gained 6.1 trillion dongs; up 20.5%.

Exports-Imports

Four months’ total export turnover was estimated reaching 26.9 billion USD, rose 35.7% from the same period last year, including 11.7 billion USD of the domestic economic sector, up 34%; and 15,2 billion USD of the FDI sector (including crude oil), up 37%. The increase in export turnover is mainly due to the raising of unit prices and volume of several exported items. If the volume of ten main items is considered according to the average prices in four beginning months of 2010 this year’s four month-export turnover raises only 25.3%.

Four months’ total import turnover was estimated reaching 31.8 billion USD, up 29.1% from the same period in 2010, including 17.9 billion USD of the domestic economic sector, up 24.5% and 13.9 billion USD of the FDI sector, up 35.5%. If the volume of imported items is considered according to the average prices in four beginning months of 2010, this year’s four month-import turnover raises about 19%.

Four months’ import surplus was 4.9 billion USD, equaling 18.2% from total export turnover.

Consumer Price Index (CPI)

April’ CPI rose 3.32% from March, the rate is the highest since March 2008. High CPI is influenced by internal and external factors, of which the adjustment of raising domestic gasoline prices in the end of March is one of major reasons that affects the costs of commodities and services. In April, CPI of almost groups of commodities and services in April increased as compared to March, of which transport had the highest pace of 6.04%; catering and related services rose 4.5% (grain food by 2.47% and foodstuff by 5.61%; outdoor drinking and eating by 3.31%); housing and construction material rose 4.38%. Other groups having the pace above or below 1% were textile, hats and footgear 1.63%; family appliances 1.38%; culture, entertainment and tourism 1.31%; medicines and health care 1.03%; drinks and tobacco 1.01%; education 0.29%; postal and communication service 0.02%.

April’s CPI rose 9.64% from December 2010; and 17.51% from the same period last year. Average CPI of this year’s four beginning months rose 13.95% from that in the same period last year.

April’s gold index decreased 1.2 from earlier month; raised 3.33% from 12/2010 and 40.7% from the same period in 2010. April’s USD index fell 1.61% from the earlier month; and raised 2.03% from 12/2010 and 10.55% from the same period in 2010.

Carriage of passengers and cargos

Passenger carriage in the four months was estimated reaching 879.6 million participants, increased 13% and 39.1 billion passengers-kilometers, up 13.0% from the same period last year. The land transport was estimated reaching 805.8 million participants, up 13.6% and 28.2 billion passengers-kilometers, up 12.9%; the river 62.9 million participants, up 6.1% and 1.3 billion passengers-kilometers, up 9.1%; the rail 3.7 million participants, up 2.5% and 1.3 billion passengers-kilometers, up 0.7%; the aviation 5.1 million participants, up 17.3% and 8.1 billion passengers-kilometers, up 16.1% from the same period last year.

The volume of cargos carried in four months was estimated reaching 256.2 million tons, up 10.0% and 70.7 billion tons-kilometers, up 4.2% from the same period last year, of the domestic transport gained 241.7 million tons, up 12.3% and 23.5 billion tons-kilometers, up 9.5%; the overseas transport reached 14.4 million tons down 1% and 47.1 billion tons-kilometers down 0.8%. The land transport was estimated reaching 195.6 million tons, up 12.9% and 10.3 billion tons-kilometers, up 10.6%; the river 41.3 million tons, up 3.6% and 6 billion tons-kilometers, up 4.2%; the sea 16.8 million tons down 2% and 52.9 billion tons-kilometers, up 3%; the rail 2.4 million tons down 8.4% and 1.3 billion tons-kilometers, up 2.5%.

Postal and communicational services

The total number of new telephone subscribers in four months reached 3.2 million, equaling 23% from the same period in 2010, including 26,800 desk telephone subscribers, equaling 4% and 3.1 million mobile phone subscribers, equaling 24%. The number of telephone subscribers over the country to end of 4/2011 was estimated reaching 174.3 million up 25% from that in the same period last year, including 16.5 million desk telephone subscribers, up 0.9% and 157.8 million mobile phone subscribers, up 28.2%. Telephone subscribers from the VNPT as end of 4/2011 were estimated reaching 84.3 million up 12.5% from the same period in 2010, including 11.7 million desk telephone subscribers, up 0.3% and 72.6 million mobile phone subscribers, up 14.8%.

The number of internet subscribers as of end of 4/2011 was estimated reaching 3.9 million, up 19 percent from the same period last year, of which the VNPT reached 2.7 million subscribers, up 16.2%. The number of internet users as of end of 4/2011 was estimated reaching 29.3 million up 22.6% from the same period in 2010. The total postal and communicational service net income in four months was estimated reaching 38.1 trillion dongs, rose 9.5% from the same period last year, of which the VNPT achieved 24 trillion dongs, rose 1.7%.

International visitors to Viet Nam

International visitors to Viet Nam in the four beginning months of the year were estimated reaching 1,971,500, up 10.5% from the same period last year Of which, visitors coming for tourist purposes were 1,163,700, up 3%; for business purposes 338,200, down 3.7%; for visiting relatives 341,500, up 62.8%.

Social issues

Labor and employment

According to preliminary results from the labor and employment survey for the three beginning months of 2011, the country’s labor force aged 15 and above had 51.1 million persons, rose 230,500 from 2010’s average labor force. Of which, 26.3 million were men, rose 182,300 persons and 24.8 million were women, rose 48,200 persons. The country’s labor force within age was 46.2 million, decreased 223,200 from last year’s average. Of which, 24.6 million were men, rose 19,300 and 21.6 million were women, reduced 242,500 persons.

The joining labor force ratio aged 15 and above was 76.5%, of which it was 81.2% for men and 72.1% for women. The joining labor force ratio within labor age group was 83%, of which it was 86.1% for men and 79.9% for women.

Also according to the above results, the unemployment rate within labor age group was 2.4%, of which it was 3.67% for urban area and 1.85% for rural area. The underemployment rate within labor age group was 3.89%, of which it was 2.38% for urban area and 4.55% for rural area.

According to the labor survey for 4,222 industrial enterprises, the labor force of those enterprises as of 01/4/2011 rose 0.7% from the same period last month. Of which, the growth was 0.3% for the state sector, 0.9% for the non-state sector and 0.7% for the FDI sector. Among three one-digit industrial branches, the increase in the labor force was 0.1% for the mining, 0.8% for the manufacturing; the power water’s labor force was stable.

Farmers’ food shortage

According to preliminary report, there were about 76,000 households with 326,800 members suffered from food shortage in April. The number of hunger households decreased by 66.2% and hunger member by 55.3%. To overcome this problem, all administrative levels and sectors, organizations and individuals over the country since the beginning of the year have supported hunger families 13,900 tons of food and 2.6 billion dongs.

Epidemic diseases and food poisoning

Generally, in four months, the country had 11,300 cases of hemorrhagic fever; 174 cases of viral encephalitis; 437 cases of A (H1N1) flu (11 died) and 100 cases of typhoid.

Cases infected with HIV/AIDS over the country continued to increase. There were additional over 1,000 HIV infected cases found in the month, bringing the number of HIV infected persons to mid April 2011 to 236,100, of which 94,800 turned to AIDS and 50,100 died of AIDS.

Also during four months, the country had 22 cases of food poisoning, making 1,400 persons poisoned, of which six died.

Traffic accidents

In this year’s three beginning months, there were 3,557 cases of traffic accident, killing 3,004 persons and injuring 2,753 others. Cases of traffic accident increased by 1.2%, the dead by 4.3% and the injured by 4% from the same period last year. On average, each day in three fist months of 2011, the country had 40 cases of traffic accident, killing 33 persons and injuring 31 others./.
