Socio-economic situation in October and first ten months

1. Inflation control and macroeconomic stabilization

- Inflation was put under control and consumer price index (CPI) in October decreased from the previous month. Between March and July, it fluctuated between - 0.19% and 0.27%. However, August's CPI increased 0.83% and September's CPI picked up 1.06% mainly due to increases in electricity, health and education costs and impacts of natural disasters. In October, CPI decreased 0.49%. In comparison with December 2012, October's CPI increased 5.14%, equivalent to the that of the same period last year (5.13%) but much lower than the same period in the last two years.

- In comparison with September, the highest CPI increase in October was recorded in the group of catering and related services, by 0.86% (in which: food by 0.91%; foodstuff  by 1.04%); followed by educational service, by 0.53%; the group of housing and construction materials, by 0.5%. Other groups rose slightly from 0.04-0.35%. Decreased CPI was seen in transport, by 0.17% and postal and communicational service, by 0.03%.

- October's CPI increase of 5.92% was the low rate within last 10 years; 10-month averaged 6.74% against the same period last year. In the last months in 2013, there are factors affecting domestic prices; therefore, to control inflation as set out, it needs to strengthen measures to manage market prices along with taking reasonable macro-economic policies. 

- In the first ten months, total export turnover was estimated to reach US$ 108 billion, up 15.2% compared to the same period last year. Total import turnover was estimated at US$108.16 billion, a rise of 15.2%. Trade deficit reached around US$187 million, equal to 0.17% of total export turnover.

- As of October 15, 2013, total budget revenue was estimated at VND 572.14 trillion, accounting for 70.1% of the yearly plan; total budget expenditure was estimated at VND718.8 trillion, making up 73.5% of the yearly estimate.

 - Registered and disbursed foreign direct investment (FDI) was on the rise. In the ten-month period, registered capital was about US$9.58 billion, up 6.4% against the same period last year while registered capital was estimated to reach US$19.23 billion, up 65.6%. Disbursement of official development assistance was estimated at US$ 3,586 million, including US$ 3,366 million in loans and US$ 220 million  non-refundable aid.

2. Economic growth target

- Industrial production, particularly, the processing industry saw constant improvements:

In the first ten-month period, IIP increased 5.4% against the same periods last year; of which the mining industry decreased 0.8%; the processing and manufacturing industry edged up 6.9%; electricity production and distribution expanded 8.6%; water supply, waste and sewage management and treatment increased 9.3%.

The industrial production in the first ten months recognized the considerable recovery of the processing industry: Industrial production index (IIP) in  grew 5.3% Q1/2013, 6.9% in Q2/2013, 8.0% in Q3/2013, 8.2% in October against the same period last year.

Inventory index of the processing industry continually decreased since the beginning of this year: by September 1, 2013, the index was estimated to increase 9.7% against the same period last year, reflecting a strong decrease from the increase of 21.5% as by January 1, 2013. 

- Agricultural, forestry and aquatic production developed in a stable manner.

As of October 15, 2013, Winter-spring rice crop in the Northern provinces expanded 847 thousand ha , increasing 21.2% compared to the same period last year. The Southern provinces had 804.6 thousand ha of winter rice harvested, increasing  11.7%. This was mainly attributed to the promotion of a rice- shrimp production model, in order to harvest high yield in 1ha of land summer-autumn rice crop: As of October 15, 2013, the country had 2,147 thousand ha harvested, a decrease of 0.3% compared to the same period last year. The decreased productivity of summer-autumn rice was due to droughts in the early period of the crop and rains in the end of the crop.

The total aquatic output in the first ten months was estimated to reach 5 million tons, up 2.1% from the same period last year.

Total retail sales of goods and services in the first ten month were estimated to rise 12.6% compared to the same period last year; The volume of transported goods in the reviewed period was estimated to increase by 4.3%, The number of   passengers transported was estimated to rise 5.6%, the volume of transit passengers was estimated to increase 5.3%. International arrivals to Viet Nam were estimated to reach about 6.12 million, up 10.4%.

3. Regarding Labor, employment, social security and others

- Employment: It was estimated that about 1.27 million people were employed in October, fulfilling 79.2% of the planned target; it included 1.2 million domestic workers, who made up 79% of the yearly plan.

- Social security has been paid attention in the fields: supporting localities and families affected by natural disasters, floods, storms; increasing allowance and benefits to those rendered service to the Revolution; food aid; applying measures and policies to reduce poverty in a fast, sustainable way; realize integrated measures to reduce hospital overloading; reform financial mechanism of the health sector; increase subsidy level for health insurance purchased by near-poor people up to 70%; inspect and handle breaches of food safety and hygiene.

- Traffic safety and order: In the ten months, traffic accidents continued occurring complicatedly, with the number of traffic accidents growing by 5.7%; the number of dead rising by 1,6% while the number of the injured witnessed a decrease of 9.7% against the same period last year..  In the first ten months, 15,331 minor traffic accidents occurred nationwide, increasing 9.1%, with the number of the injured decreasing 9.33% compared with the same period last year. In the ten months, 1,950 cases of fire and explosion, causing 106 deaths and injuring 242 others.
