RESOLUTION
ON THE 2011 - 2015 SOCIO-ECONOMIC DEVELOPMENT PLAN
THE NATIONAL ASSEMBLY
OF THE SOCIALIST REPUBLIC OF VIET NAM
Considering the reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, National Assembly agencies and concerned authorities, and opinions of National Assembly deputies;
RESOLVES:
I. RESULTS OF THE IMPLEMENTATION OF THE 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN IN 2006 - 2010
In the context of impacts of the global financial crisis and economic downturn as well as domestic difficulties and weaknesses, with judicious and timely decisions, our entire Party, entire people and entire army have endeavored to overcome many difficulties and challenges, effectively coped with the complicated developments of the world and domestic economies, gained many important achievements, maintained a relatively high growth rates, (reaching the annual average rate of 7%), the gross domestic products (GDP) in 2010 doubled that of 2000. Our country has got out of the underdeveloped status and joint the middle-income group, the people's living standards have been continuously improved, the poverty rate has decreased rapidly, democracy has observed positive progresses and the national great unity bloc has been consolidated further. Most of the millennium goals committed to the international community have been realized. Political and social stability, and national defense and security have been firmly preserved. External relations have been expanded, and the position and prestige of our country in the international arena continue to be elevated.
However, due to the complicated situation in the world and the country, ten out of 24 targets of the 5-year plan have not been achieved. The economic development remains unsustainable. The quality, effectiveness and competitiveness of the economy remain low. The economic restructuring towards industrialization and modernization is slow. The distribution regime is not truly appropriate. The rich-poor gap has increased. The market economy institutions, the quality of human resources and infrastructure are weak spots that hinder development. The development of a socialist law-governed state remains slow. Potential threats to political and social stability still exist.
The above situation is attributed to the global financial crisis and economic downturn as an objective cause, but it should be seen that it is mainly due to subjective causes, especially limitations and weaknesses in leadership, direction, management and administration of all levels and sectors.
II. 5-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN IN 2011-2015
In the formation and implementation of the 5-year socio-economic development in 2010-2015, our country enjoys fundamental advantages including the great achievements of 25 years of innovation, the 10-year’s implementation of the socio-economic development strategy and 5 years’ implementation of the 2006-2010 plan. In the context of general difficulties and unpredictable complicated developments of the world today, with stable political and social conditions, our country can still bring into play the potential and advantages of a country currently in the process of industrialization with an agriculture rich in farm production and export potential and having favorable conditions for attracting foreign investment and fast-developing domestic market. It is forecasted that in 2012 and the following years, the public debt crisis and rising inflation in many countries will not only slow down the world's economic recovery but also threaten to drive the world economy into a new recession. Therefore, the implementation process of the 5-year plan should closely follow the objectives, targets, tasks and solutions identified by the XIth National Party Congress; and leadership and direction should be more focused and resolute. Appropriate steps should be taken to gradually create the means to achieve the overall objectives, targets, 03 points of breakthrough and 12 orientations of the 2011-2020 socio-economic development strategy.
1. The overall objective
To achieve rapid and sustainable economic development associated with transforming the growth model and restructuring the economy towards higher quality, effectiveness and competitiveness. To ensure social welfare and social security and improve material and spirit life of the people. To strengthen external-relation activities and improve the effectiveness of international integration. To firmly safeguard national independence, sovereignty, unity and territorial integrity and preserve political security and social order, creating foundation for our country to become basically a modern-oriented industrialized country. During the first 2-3 years of the plan, to concentrate on realizing objectives of stabilizing macro-economy, ensuring social security, achieving reasonable growth and strongly deploying the economic restructuring associated with renovating the growth model. During the subsequent 2-3 years, to basically complete the economic restructuring for fast and sustainable development and harmonize objectives of growth, macro-economic stability and social security.
2. The major targets
a) Economic targets
Gross domestic products (GDP) will increase around 6.5% -7% on average in 5 years.
Total social investment during 5 years 2011-2015 will account for around 33.5% -35% of GDP.
Trade deficit incrementally will reduce from 2012, down to below 10% of exports by 2015.
State budget deficit will fall below 4.5% by 2015 (including government bonds).
Energy consumption based on GDP will reduce by 2.5% -3%/year.
High-tech products will account for approximately 30% of total industrial production; the annual technological innovation rate will reach 13%.
Social labor productivity by 2015 will increase by 29%-32% over 2010.
Rate of taxes and fees remitted into the budget will decrease to 22%-23% of GDP/year.
Public debts will account for less than 65% of GDP, the Government’s outstanding debts no more than 50% of GDP and national debts no more than 50% of GDP by 2015.
Consumer price index will increase 5%-7% by 2015.
b) Social targets
Eight million jobs will be created in 5 years
Unemployment rate among urban population of working age will be below 4% by 2015.
Rate of trained laborers among the total workforce working will reach 55% by 2015.
Real income of the population by 2015 will be 2-2.5 times higher than that in 2010.
Poverty rate will be reduced in a quick and sustainable manner at an annual rate of 2%/year, and 4%/year in poor districts and extremely disadvantaged communes.
Average housing area will reach 22 m2/person by 2015, in which the average house floor area per person will reach 26 m2 in urban areas.
Population growth rate will be around 1% by 2015.
There will be 8 doctors and 23 patient beds (excluding commune health station beds) per 1 thousand people.
c) Environmental targets
Forest cover will reach about 42%-43% by 2015.
By 2015 the percentage of establishments causing serious environmental pollution applying adequate treatment technology will reach 85%.
3. Other targets
Government shall consider and decide other economic, social and environmental targets and report implementation results to the National Assembly every year.
III. ORIENTED TASKS AND SOLUTIONS FOR 5-YEAR SOCIO-SOCIAL IN THE 2011-2015 PERIOD
1. To focus on quickly and effectively settling limitations and weaknesses due to subjective causes in leadership, direction, management and administration work of all levels and sectors as pointed out in the reports of the Government, the People’s Supreme Court, and the Supreme People's Procuracy and verification reports of National Assembly agencies.
2. To restructure the economy associated with tranforming the growth model towards improving the quality, efficiency and competitiveness synchronously in all sectors and fields nationwide and in each locality, grassroots unit, and key product with long-term visions and following a specific roadmap. To focus on restructuring the economy in three critical areas, namely investment, focusing on public investment; financial market, focusing on the system of commercial banks and financial institutions; businesses, focusing on state business groups and corporations right in 2012 to prepare conditions for strong, fundamental and effective improvement from 2013 to 2015.
To restructure public investments towards amending regulations on management decentralization, primarily investments from the state budget and government bonds, to ensure the principle that inestment decisions are only issued for projects when all prescribed procedures have been fulfilled and sources, levels of funding and capability of balancing sources have been clearly identified. To expeditiously determine criteria and priorities serving as a basis for approving or cutting investment projects. Approval of projects funded by the State through the national target programs, target programs and other targeted subsidies must be strictly controlled and subjected to appraisal of funding sources and funding balancing capability by competent central authorities. To ensure requirements on progress, technological level, quality and safety of key national projects and works.
To restructure the financial market with a focus on restructuring the system of commercial banks and financial institutions, innovating and raising the effectiveness and efficiency of state management over the stock market, real estate market and monetary market, especially gold and foreign exchange markets, and addressing the problem of dollarization. To strictly control public debts, non-performing debts of state enterprises, borrowing and repayment of foreign loans, foreign investment sources, especially investments in the fields of real estate, stock market and other hot capital sources.
To restructure state business groups and corporations, improve corporate governance capacity, openness, transparency, while adopting policies enabling enterprises of all economic sectors to bring into play their internal resources, restructure business, reduce production costs, and improve their business and production effectiveness and competitiveness. To focus on developing state-owned enterprises in the key sectors of the national economy, mainly in the economic and technological areas related to socio-economic infrastructure, public services and macro-economy stabilization. To study and improve mechanisms and policies for Vietnamese enterprises’ outbound investment. To clearly distinguish the mission of social security assurance and business activities of state business groups and corporations.
To restructure industries and sectors, review and adjust reasonably economic zones and industrial parks associated with econmic structure shift and connectivity of regional economies. To rapidly develop auxiliary industries and added-value service sectors. To increase investment in agricultural production and rural economy; create vigorous progresses in the development of a new countryside. To focus on the consolidation of sea dikes, river dikes, pumping stations, salinization prevention and flood drainage works, natural disaster prevention works, storm-sheltering zones for ships to mitigate natural disaster damages. To continue to improve mechanisms and policies for and to renovate the operation of collective economy, farm economy and craft villages in the direction of sustainable development. To promote forest economy to both protect and develop forests associated with renovating the management of forest farms and plantations. To assure 3.812 million hectares of rice cultivation while adopting penicular mechanisms and policies to support rice-growing localities and farmers and assure national food security, particularly under the impacts of climate change and sea level rise in delta regions, especially in the Mekong River delta. To implementation orientations, policies and measures to assure food security in association with ecological environment protection and energy security assurance, while effectively controlling energy consumption demand. To exploit and use natural resources in a rational manner.
3. To persistently restrain inflation, stabilize the macro-economy and purchasing power of the currency. To implement the monetary policy with the primary objective of stabilizing the value for the currency and ensuring compatibility between the increase in the total payment instruments, outstanding credit debts with the economic growth rate and controlling consumer price index rise. To gradually reduce the rate of investment capital mobilized from bank credits and step up capital mobilization through the stock market and other financial institutions.
For the fiscal policy, to effectively restructure budget revenues and expenditures, renovate and improve the quality of state budget planning. To review and adjust decentralization of the management of investments sourced from the State budget and government bonds. To study plans to incrementally reduce corporate income tax; to renovate policy on revenue collection from land and real estate business and increase royalty rates.
For import-export and trade deficit control policies: In 2012-2013, to continue encouraging export and take measures in accordance with the World Trade Organization (WTO) regulations to control import and strongly reduce trade deficit. To continue to invest in agricultural products and products of national advantages, import substitutes and quickly develop supporting, mechanical engineering and electronics industries. To implement market pricing mechanism for electricity, coal and service prices latest in 2013. To promulgate that public procurement and investment must use locally produced goods, equipment and machines, and effectively implement the "Vietnamese prioritize use of Vietnamese goods” campaign.
4. To focus on the implementation of the 3 breakthroughs, 12 strategic socio-economic development orientations during 2011-2020. To basically complete the development of a legal system combined with the reform and perfection of institutions of a socialist-oriented market economy and a socialist-oriented law-governed state, focusing on amendment and supplement to the 1992 Constitution, amendment, supplement or promulgation of new laws following the law- and ordinance making plan of the of the XIII National Assembly.
To continue to further strengthen the Government apparatus and administrations at all levels. To pilot the municipal administration model as soon as possible. To review and revise regulations on decentralization from the central to local levels; to streamline administrative procedures, especially in business licensing, business registration and tax payment. To vigorously restructure labor to take the most advantage of the golden population structure period, and promote training and re-training of human resources to improve labor productivity in the entire national economy. To launch and maintain a thrift-practicing movement in both production and consumption, raise social awareness and exemplariness among all state officials and civil servants. To tighten order and disciplines, promote the fight against corruption, wastefulness and losses, especially in basic construction investments with the state capital. To continue renovating social insurance policy and salary regime for state officials, civil servants, public employees, laborers, pensioners and people with meritorious services.
To review and evaluate transport infrastructure development projects of, especially those in key economic areas, prioritize the allocation of investments for early completion and operation (of these projects) to bring into play their effectiveness. To rapidly develop the urban transport systems, especially public transport. To gradually synchronously develop and modernize the infrastructure system in major urban areas associated with rearranging and restructuring production and population distribution; to improve the capacity of general services of three major seaports in three areas.
5. To synchronously apply policies and measures for economic development associated with realizing social progress and justice; to focus on social security assurance, people’s health care, job generation, income raising, hunger eradication and poverty reduction, narrowing the gap between the rich and the poor; to concentrate on addressing issues of public concerns, especially in site clearance and compensation for and recovery and negative practices in health, education and training. To mobilize social resources for poverty reduction; to take solutions to improve the people’s material and spiritual lives, especially in remote, mountainous and island regions, extremely disadvantaged and ethnic minority areas. To properly implement planning to stabilize population in mountainous, ethnic minority, border and islands areas, and balance residential and production land areas for inhabitants in localities frequently affected by natural disasters.
To conduct an overall review of social security policies, focusing on strengthening and improving the social security network with three contents: employment security, social insurance and health insurance policies and social protection policies. To develop diversified social insurance system and expand social insurance and health insurance coverage.
To improve working conditions, reduce labor accidents, occupational diseases and labor disputes and build harmonious, stable and progressive labor relations. To increase health insurance spending and focus on assistance to purchase health insurance, increase health insurance card support levels for poor households and households living just below the poverty line and agricultural, forestry, fishery and salt-making groups. To promote preventive health work to reduce the risk of contracting infectious diseases, malnutrition and chronic diseases in the community. To consolidate and develop the grassroots health care and preventive health network. To amend and improve the quality of health services. To renovate the hospital charge policy synchronized with the renewal of mechanisms for public health services.
6. To fundamentally and comprehensively renovate education and training to improve the quality of human resources, and pay attention to leading, managerial and business administration personnel, scientists, technologist, cultural activists and artists; to improve the quality of education, particularly at tertiary level; to focus on shifting from extensive to intensive training, paying special attention to vocational training and provision of training to one million rural workers each year; to adjust policies on preschool education and education in mountainous areas; to properly carry out socialization of education to meet the learning needs of all people, especially preschool education.
To consolidate and build a healthy, rich, diversified cultural environment, enhance operational efficiency of the system of cultural institutions at all levels, while improving, upgrading and developing new cultural works of arts, gymnastics and modern sports.
To continue renovating mechanisms and policies, mobilize resources and promote investment to vigorously develop scientific and technological activities, fundamentally renovate the mechanism of science and technology management and develop a knowledge-based economy. To pay attention to strongly developing technology research, technology application and transfer, link science and technology with production in all industries and sectors, and strongly develop the science - technology market.
7. To improve the effectiveness and efficiency of policies and laws on natural resources and environmental protection in order to ensure sustainable development. To strictly implement the process of development, appraisal, approval, examination and supervision of the assessment of environmental impacts of socio-economic development strategies, plans, policies, programs and projects. To resolutely handle establishments causing environmental pollution, especially in economic zones, industrial parks and craft villages. To step up the environmental protection.
8. The Government, the People's Supreme Court and the Supreme People's Procuracy shall concentrate on developing and implementing judicial reform proposals to ensure the quality and progress and properly provide professional training and retraining for officials, judges, assessors, investigators, procurators, executors and criminal sentence enforcement officers. From now to 2013, to basically overcome the shortage of staff holding judicial positions. Judicial officers must be just, upright and truly. All violations of judicial officers must be promptly detected and strictly handled. The State shall pay special attention to and adopt specific policies towards judicial officials and titles.
To increase investment in physical facilities, equipment, vehicles and operating funds of public security agencies, procuracies, courts and judgment enforcement agencies.
To continue to improve stipulation on the organization and operation of justice agencies, criminal and civil and procedure laws, and laws on legal assistance, corruption prevention and combat, administrative violation handling, terrorism prevention, and extradition of criminals.
To expand international cooperation and improve legislation in order to better meet the requirements of mutual legal assistance in civil and criminal fields and crime prevention and fight.
To continue to implement effectively the national program on crime prevention and strictly handle acts against people on duty. To resolutely prevent, combat and strictly and effectively handle corruption, and accelerate the settlement of major corruption cases. To combine mobilization and education about the sense of observance of law with strict handling of violations to create positive changes and by 2015 to prevent and repel crimes and social problems.
9. To strengthen national defense and security, firmly maintain independence, sovereignty, unity and territorial integrity, especially on sea and islands areas of the country. To strengthen national defense and security in both potential and disposition, ensuring incremental development of modern physical and technical bases for the armed forces. To build strong local defensive zones. To develop the revolutionary people's army and the people's police, which are regular, elite and incrementally modernized, with reasonable numbers, integrated quality and high combativeness, and build a strong mobilization reserve force and widespread militia and self-defense forces. To proactively detect and stop any conspiracy and anti-state activity invoking violence of hostile forces, be ready to cope with non-conventional security threats to preserve social and political stability and assure national security and social order and safety. To concentrate investments in developing infrastructure in border areas associated with population distribution according to planning; to facilitate socio-economic development associated with strengthening national defense and security in key and crucial areas. To promote publicity and education about national defense and security among the people.
To proactively and actively engage in international integration. To foster friendly, traditional and strategic cooperative relations with the neighboring countries bordering on Viet Nam. To promote settlement of remaining problems related to border and territory, focusing on the East Sea issue in a satisfactory and balanced manner based on the principle of peace, respect for international law and the international and regional code of conduct. To promote the role and mobilize resources of the overseas Vietnamese community for national development.
IV. ORGANIZATION OF IMPLEMENTATION
The Government, the People's Supreme Court and the Supreme People's Procuracy shall, based on their respective functions and tasks, effectively organize the implementation of the Resolution of the National Assembly and, annually, report results to the National Assembly.
The Standing Committee of the National Assembly, the Ethnic Minorities Council, the National Assembly Committees, the National Assembly deputies’ delegations and individual National Assembly deputies shall supervise the implementation of this Resolution.
The Central Committee of the Viet Nam Fatherland Front and its member organizations and social organizations established under the law shall monitor and mobilize the people of all strata to join the implementation of the Resolution of the National Assembly.
The National Assembly appeals the fellow citizens and combatants nationwide and compatriots overseas to uphold the spirit of patriotic emulation and unity, spare no efforts and take advantage of favorable opportunities and overcome difficulties and challenges to successfully implement the 5-year socio-economic development plan in the 2011- 2015 period.
This Resolution was passed by the XIIIth National Assembly of the Socialist Republic of Viet Nam at its 2nd session on November 8, 2011.
