MANAGEMENT AREAS:

a) To act as Standing Deputy Prime Minister.

b) To oversee and direct the Ministry of Industry and Trade, the Ministry of Construction, the Government Office, several areas of the Ministry of Public Security as assigned by the Prime Minister.

c) On behalf of the Prime Minister, directly oversee and direct the following areas:

- Industry, trade, oil and gas reserve and supply, logistics services.

- Energy supply, economical and efficient use of energy.

- Transport, traffic order and safety.

- Construction.

- Key national works, construction projects.

- Economic zones, industrial parks and processing zones.

- National planning, regional planning, provincial planning.

- General mechanisms and policies for bidding.

- Crime prevention and combat.

- Amnesty.

- Smuggling and trade fraud prevention and combat.

- International integration; oversee and direct negotiations and implementation of bilateral and multilateral commitments.

- Monitor the settlement of obstacles in long-delayed projects nationwide; directly provide instructions for handling obstacles in energy, infrastructure projects and other assigned projects.

- Coordination between the Government and the Supreme People's Court and Supreme People's Procuracy.

- Approving investment policies, directing, inspecting, expediting, and resolving difficulties and obstacles arising in the projects within his assigned management areas.

- Science, technology, innovation, and digital transformation of ministries, agencies and sectors within his assigned management areas.

d) To act as: Chairman of the National Planning Council; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of the Subcommittee of the Viet Nam-Russia Intergovernmental Committee; oversee the Viet Nam-Laos Intergovernmental Committee; Head of the Central Steering Committee for Housing and Real Estate Market Policies; Head of the National Steering Committee for Prevention and Control of Smuggling, Trade Fraud and Counterfeit Goods; Head of the Steering Committee for handling obstacles in long-delayed projects nationwide; Chairman of other Councils and Committees under his assigned management areas.

dd) On behalf of the Prime Minister, direct the implementation of the Government's works when the Prime Minister is absent or as authorized by the Prime Minister.
