a) Cum Minister of National Defense.

b) To oversee and direct the Ministry of National Defense, several areas of the Ministry of Foreign Affairs as assigned by the Prime Minister.

c) On behalf of the Prime Minister, oversee and direct the following areas:

- National defense and security affairs.

- Border affairs and issues related to the East Sea and islands.

- Foreign non-governmental aid, foreign non-governmental organizations.

- Relations between Viet Nam and regional and international organizations.

- Overseas Vietnamese work and issues related to foreign nationals in Viet Nam.

- Human right issues.

- Approving investment policies, directing, inspecting, expediting, and resolving difficulties and obstacles arising in investment projects within his assigned management areas.

- Science, technology, innovation, and digital transformation of ministries, agencies, and sectors under his assigned management areas.

d) To serve as: Chairman of the Central Council for National Defense and Security Education; Chairman of the Viet Nam-China Steering Committee for Bilateral Cooperation; Head of the Steering Committee for Human Rights; Chairman of other Councils and Committees within her assigned management areas.

dd) Implement other tasks assigned, or authorized by the Prime Minister.
