RESOLUTION
ON
FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR THE 2021 – 2025 PERIOD
NATIONAL
ASSEMBLY
Pursuant to the Constitution of the Socialist
Republic of Viet Nam;
In light of the Reports submitted by the Government,
the Supreme People’s Court, the Supreme People’s Procuracy, the National
Assembly’s bodies, relevant agencies and opinions from the National Assembly
deputies;
HEREUNDER
RESOLVES
1. General objectives
Ensure the fast and sustainable economic growth on
the basis of enhancing the macroeconomic stability, developing science,
technology and innovation, maximizing the country's potentials and advantages;
strive for an economic growth rate higher than the average growth rate of the
five-year period of 2016-2020, and strive to become a developing country with
modern industry overcoming the lower-middle income status by 2025. Improve
productivity, quality, efficiency and competitiveness of the economy;
synchronously implement solutions to effectively overcoming the impacts of the COVID-19
pandemic, quickly recovering and developing the economy. Vigorously uphold
cultural value, human strength and individual creativity of each Vietnamese.
Gradually build an orderly, disciplined, safe, healthy, democratic, fair and
civilized society; ensure the peaceful and happy life of the people, and firm
adherence to the motto "no one is left behind". In the course of
developing our country, pay attention to assuring social security and welfare,
and improving the material and spiritual life of the people at all times. Place
emphasis on environmental protection and climate change adaptation. Reinforce
national defense and security; resolutely and persistently struggle to firmly
protect national independence, sovereignty, unity and territorial integrity,
and maintain a peaceful and stable environment for national development
purposes. Proactively and actively engage in international integration; raise
the efficiency of external affairs and the position and prestige of Viet Nam in
the international arena.
2. Major targets
2.1. Economic targets:
The average growth rate of Gross Domestic Product
(GDP) in five years is expected to increase by 6.5% - 7%.
GDP per capita by 2025 is expected to reach about
US$4,700 – 5,000.
The share of the processing and manufacturing
industry and the digital economy to GDP is expected to account for over 25% and
about 20%, respectively.
The contribution of total factor productivity (TFP)
to growth is expected to reach about 45%.
The average social labor productivity will grow by
over 6.5% per annum.
The urbanization rate is expected to reach about
45%.
State budget deficit to GDP during the period of
2021-2025 will account for 3.7% of GDP on average.
2.2. Social targets:
The average life expectancy will be about 74.5
years, including at least 67 years of healthy life.
The share of agricultural workers to total social
labor is expected to reach about 25%.
Trained workers are expected to account for 70%,
including 28 - 30% of those obtaining professional qualification and
certificates.
Unemployment rate in urban areas will be below 4%.
Multidimensional poverty reduction rate will remain
by 1 - 1.5% per annum.
The number of doctors and beds will be 10 and 30 per
10,000 people, respectively.
The percentage of population participating in health
insurance is expected to reach 95%.
The rate of communes meeting new rural standards
will be at least 80%, including 10% of those meeting advanced new rural
standards.
2.3. Environmental targets:
The rate of access to clean water, improved water
will be 95 - 100% in urban areas and 93 - 95% in rural areas.
The rate of collection and treatment of municipal
solid waste meeting standards and regulations is expected to reach 90%.
The rate of active industrial parks and export
processing zones running centralized wastewater treatment systems meeting
environmental standards will reach 92%.
The rate of establishments causing serious
environmental pollution to be sanctioned will reach 100%.
Forest coverage rate will not be lower than 42%.
3. Major tasks and solutions
3.1. Focusing on achieving the dual goals of both COVID-19
management and socio-economic rehabilitation and development and, depending on
the actual situations and particular conditions of specific local
jurisdictions, prioritizing the protection for public health and safety and
social security
Take drastic COVID-19 prevention and control action
according to the four-on-the-spot motto in a proactive, vigorous, flexible and
creative manner; apply technologies drastically and effectively; press ahead
with a comprehensive and effective vaccination strategy, organize the public COVID
-19 vaccination program, strive to achieve the target of herd immunity for the
period ranging from end of 2021 to early 2022. Study, build and implement a
feasible and effective economic recovery and development program.
3.2. Continue to build and perfect the consistent
legal institutions for our nation's development with top priority given to the
socialist-oriented market economy institution
Institutionalize the paths and guidelines stated in
the Resolution of the Party’s 13th National Congress. Carry on with the
legislative reform and improvement of the efficiency of law enforcement and
legislative construction. Imperatively review, revise and finalize legislative
regulations that are no longer appropriate, overlap, incomplete or problematic,
especially those on planning, investment, business, land, finance, budget,
public property, tax, etc. according to the principle that issues or problems
arising at any level of authority must be corrected and addressed at that
level; study to urgently amend and replace mechanisms and policies that are no
longer relevant to reality to address unsolved problems causing loss and waste;
when necessary, promulgate a law prescribing amendments to multiple laws, or a
pilot resolution to deal with issues that arise or have not yet been legislated
against, or are already regulated under laws that have many problems,
shortcomings and are no longer appropriate in the reality. Accelerate the
formulation of the policy and legal framework for development of digital
infrastructure to serve the purposes of national digital transformation. Build,
test and complete the legal framework for new business models applying high
technology; models of sharing economy; trading and management of digital
assets; venture capital investment; new payment methods; electronic
identification and authentication systems. Review, adjust and supplement legal
regulations to meet requirements set out under international commitments.
Improve the quality of analysis, forecasting and warning systems; perfect
information and statistics systems. Expeditiously promulgate and implement the
national planning system in accordance with law. Increasingly promote the
decentralization, delegation of authority and personalization of
responsibilities associated with power control, and strengthen the cooperation,
inspection and supervision; enable junior staff to act in an active, flexible,
creative and more responsible manner.
Operate the restrictive fiscal policy, and the
active, flexible and prudent monetary policy; coordinate policies in harmony to
control inflation, maintain macroeconomic stability, ensure major balances, and
promote economic growth.
Make effective use of free trade agreements, expand
and diversify import and export markets. Boost trade remedy capacity in line
with international commitments. Strengthen the inspection, control of and
combat against commercial fraud. Promote the effective implementation of the
"Vietnamese people prefer to consume Vietnamese commodities"
campaign, and Vietnamese product branding; develop e-commerce in harmony with
traditional commerce.
3.3. Promoting the restructuring of the economy
associated with the reform of the growth model, improving productivity,
quality, efficiency and competitiveness; developing digital economy and society
Build an independent and self-reliant economy;
strengthen internal forces; improve the adaptation and resilience of the economy.
Hasten to recover the economy in the first years of the term; speed up and make
progress in developing the country in the following years. Continue to
accelerate the industrialization and modernization process by science,
technology, innovation and technological achievements of the Fourth Industrial
Revolution. Implement the National Program on enhancement of labor
productivity; focus on developing national products. Set up domestic and
international supply and value chains meeting product quality requirements and
regulations on tracking of product origins.
Develop a number of fundamental industries;
prioritize key industries, hi-tech industries and supporting industries.
Concentrate on strongly developing processing and manufacturing industries associated
with smart technology; focus on developing the green industry. Improve the
capacity of design, engineering, construction and construction management to
become advanced and modern; develop new, intelligent, energy-saving and
eco-friendly building materials.
Promote agricultural restructuring; develop
highly-efficient rural and agricultural economy associated with new rural
construction. Develop large-scale concentrated commodity agriculture with a
view to ensuring modernity, application of high technology, enhancement of
added value and sustainable development. Encourage the development of green,
clean, ecological, organic, hi-tech, smart agriculture adaptable to climate
change. Support and encourage the development of farm economy, agricultural cooperatives
and cooperative groups. Develop markets, promote consumption of key and
potential products.
Vigorously develop and improve the quality of
service industries with priority given to industries and sectors having
advantages, high content of knowledge, technology and added value. Develop new
types of services, build service ecosystems in such fields as finance, banking,
insurance, legal service, healthcare, education - training, science,
technology, telecommunications, information technology, logistics,
transportation, distribution, and so on. Build and position the national
tourism brand associated with the significant and unique image imbued with
national cultural identity.
Effectively restructure public investment with the
intent of resolutely put an end to careless, desultory and elongated
investment; focus on implementing 3 strategic breakthroughs, especially in key
industries and sectors, large and important national, intra-regional and
inter-regional projects creating spillover effects and increasing growth
momentum. By 2025, complete the reorganization of state-owned enterprises to
ensure such process is carried out on schedule and effectively; eradicate
weaknesses and losses of state corporations and incorporations. Consolidate and
develop a number of large-scale, efficient and competitive state-owned economic
groups. In a more drastic and effective manner, restructure credit institutions
and dispose of bad debts; develop cashless payments; improve the performance of
stock markets.
3.4. Enhancing the effective mobilization,
allocation and use of resources
Update the mechanism for allocating investment
resources, prioritize attraction of developmental resources from key economic
regions, growth poles, large cities, key industries and projects of national
significance. Strive to ensure total social investment capital on average in 5
years accounts for about 32% - 34% of GDP. Consider public investment as a
factor guiding and activating non-state resources, especially investment in
infrastructure development in the public-private partnership mode. Focus on
resolving problems and issues arising in stagnated and prolonged investment
projects of all economic sectors to soon put them into operation, use and
create their resources for development.
Attract and cooperate with foreign investors with
the intention of prioritizing hi-tech projects that do not cause environmental
pollution; have high added value, modern management models, global supply
chain; are able to have spillover effects of development; are closely connected
with domestic economic sector. Strengthen linkages between the domestic
economic sector and the foreign-invested sector. Formulate incentive and
preferential treatment policies with international competitiveness granted to
large and important projects to help them interest strategic investors and
multinational corporations in establishing their offices, research, development
and innovation centers in Viet Nam.
3.5. Promoting the construction and development of
synchronous and modern strategic infrastructure systems
By 2025, basically complete the construction of the
North-South expressway to the East; phase-1 Long Thanh international airport;
as for a number of urgent coastal roads from Quang Ninh province to Kien Giang
province, the Government shall carefully review and calculate the allocation of
investment capital, and take appropriate measures to ensure the feasibility and
efficiency of investment activities. Continue to build important seaports as
planned; promptly put urban railways into operation; submit proposals for
investment in high-speed rails to competent authorities; strengthen connection
between domestic and regional cities; invest in infrastructure linking the
northern midland and mountainous region with the Red River Delta and Ha Noi
capital; invest in and upgrade traffic routes connecting Central Highlands
provinces with the Southeast region, South Central Coast provinces, and develop
transport infrastructure connecting the Mekong River Delta with the Southeast
region and Ho Chi Minh City. Push up executing projects in the public-private
partnership mode with top priority given to those projects executed in the form
of build-operate-transfer (BOT) to develop strategic infrastructure according
to the principle of harmonization of interests and risk sharing amongst the
State, investors and the population. Upgrade and modernize strategic
infrastructure and infrastructure adaptable to climate change, especially in
the agricultural and rural field in Mekong Delta, Central Coast - Central
Highlands. Build main water resource projects and reservoirs in the Central
Highlands, South Central Coast and Mekong River Delta.
Pay attention to investment in promoting the
development of energy infrastructure, information technology and communication
infrastructure. Firmly ensure national energy security, encourage the
development of smart grids, renewable energy and strong participation of the
non-state economic sector. Strive to reduce the average ratio of energy
consumption to GDP by 1-1.5%/year.
3.6. Improving the quality of human resources
together with promoting innovation, application and robust development of
science and technology
Restructure and improve the quality and efficiency
of the labor market. Implement the Program to support the development of the
labor market by 2030; apply digital transformation results and information
technology to the connection between labor supply and demand. Effectively
operate the national database on population and the national connection and
sharing platform; set up and synchronize national, regional and local data
centers. Carry out national digital transformation, digital transformation in
Vietnamese enterprises. Comprehensively and uniformly reform wage policies of
employees to ensure compliance with the principle that increases in labor
productivity and business efficiency serve as a basis for pay raise. Push ahead
with the quantitative and qualitative development of human resources,
especially high-quality ones. Effectively put the new national education system
to use; diversify training forms and methods Implement the Strategy for
Vocational Education Development in the 2021 - 2030 period; prepare human
resources for digital transformation, development of digital economy and
digital society.
Formulate particular and preferential mechanisms and
policies to prioritize resources for science, technology and innovation with
new technology-based products, services and business models that are actually
the main motivator of the economic growth. Fuel the development of social
sciences and ensure that they are closely linked with natural sciences and
technologies. Focus on developing basic researches and applied core technology
researches. Carry out the restructuring of the entire system of public
scientific and technological research institutions. Strengthen linkages between
businesses and research institutes and universities in which businesses play a central
role; effectively attract and promote the participation of brilliant scientists
and experts who are foreign nationals or overseas Vietnamese. Robustly develop
the science and technology market, especially the network of organizations
acting as intermediaries or appraisers of technology transfer, supporting
researches in decoding and mastering the transferred technologies. Strengthen
protection and enforcement of intellectual property rights. Accelerate the
establishment of national creative start-up centers, first of all in Hanoi, Da
Nang and Ho Chi Minh city. Continue to be ranked as one of the top three
countries in the ASEAN region according to the Global Innovation Index (GII).
3.7. Strengthening development of linkages between
regions, economic zones and urban development
Research appropriate zoning, improve the quality of
integrated and interdisciplinary regional planning schemes. Research and
promulgate cooperative regulations; strengthen regional, intra-regional and
inter-regional linkages regulated by regional coordination institutions,
mechanisms and policies to promote the roles in growth motivation of key
economic regions; and promptly create new driving-force regions and growth
poles.
Diversify, exploit and effectively use resources for
urban development and urban economy, and innovative urban financing. Strive to
develop at least three smart cities located within three key economic regions
in the North, South and Central Coast. Embark on the vigorous development of
satellite cities of a number of large cities connected with urban and rural
development; coastal ecological cities; form and develop strong marine economic
centers associated with the protection of sovereignty over sea and islands.
Select a number of locations and cities with special advantages to build
economic and financial centers that have breakthroughs and high international
competitiveness, and are connected with major economic centers in the region
and the world. Annually, report to the National Assembly on the pilot implementation
of particular mechanisms and municipal government.
3.8. Promoting the cultural values, the human
strength of Vietnamese people and the strength of the all-people national
unity, the social progress and justice, improving the people's life, ensuring the
harmonious connection between economic development and cultural or social
development
Avoid compromising on social justice, progress and
environment to pursue economic growth targets solely. Form and promote cultural
elements as breakthroughs in socio-economic development and international
integration. Gradually narrow the gap in cultural enjoyment between urban and
rural areas, between regions and sub-regions; the gap between the rich and the
poor; the gap in the access to basic social services; the access to jobs
between regions and population groups. Effectively implement national target
programs on new rural construction, sustainable poverty reduction and
socio-economic development in ethnic minority and mountainous areas.
Continue to perfect policies and laws on population,
make effective use of the golden population structure. Shift the focus of
population policies from family planning to population and development.
Strongly and comprehensively innovate and improve the quality of medical and
health services for the people, ensure social security; strive to reach more
than 80% of the people's satisfaction with health services by 2025. Promote
preventive medicine and improve health, prevent and control infectious and
non-communicable diseases, and ensure health safety and security... Develop a
network of satellite hospitals; pay attention to the development of intramural
and school health care. Encourage public-private partnership, private-sector
investment, provision of on-demand medical examination and treatment services;
develop family doctor models. Develop traditional medicine in association with
modern medicine. Strongly promote the research and production of vaccines,
medicines for disease treatment and medical equipment. Implement the roadmap towards
universal health insurance. Ensure the balancing of the Social Insurance Fund
in the long run. By 2025, striving to reach 45% of workers in the age group
eligible for participating in social insurance; 35% of the labor force in the
age group eligible for participating in unemployment insurance.
Promote the implementation of youth development
strategies and policies. Effectively implement the National Strategy on Gender
Equality for the 2021 - 2030 period, and the Program on Prevention and Response
to Gender-Based Violence in the 2021 - 2025 period. Synchronously implement
solutions to preventing and combating social evils, especially those related to
drug and prostitution. Push up the development of physical training and sports
for all population and sports in the community; focus on developing
high-achievement and professional sports. Boost patriotic emulation movements;
renovate and enhance communication to motivate and inspire the people and
achieve high social consensus.
3.9. Strengthening resource management and
environmental protection; proactively preventing, combating and limiting the
impacts of natural disasters, and adapting to climate change
Effectively implement the sustainable development
goals and targets under the 2030 Agenda for Sustainable Development of the
United Nations. Protect and sustainably develop natural ecosystems, conserve
nature and biodiversity. Develop roadmaps, mechanisms, policies and laws to
form and operate a model of green economy, circular economy, low-carbon
economy, and mitigate greenhouse gas emissions. Actively monitor and respond
effectively to climate change. Ensure water security, safety of dams and
reservoirs, and prevent deterioration of water resources and pollution of water
resources, especially freshwater and underground water. Actively prevent,
combat and limit the impacts of high tides, floods, landslides, saltwater
intrusion caused by sea level rise, especially in the Mekong River Delta, Red
River Delta and Central Coast; flash floods, mountain landslides in midland and
mountainous areas. Improve the quality of environmental impact assessment.
Increase the international cooperation in management of resources,
environmental protection and climate change adaptation. Push up the inspection,
examination and sanctioning of violations against laws, and combat and prevent
crimes related to natural resources and environment.
3.10. Improving the effectiveness and efficiency of
state management and developmental capacity; implement wage reforms; tighten
administrative rules and discipline in parallel with creating an environment
for innovation
Build a modern and professional public
administration system; build and implement e-Government to aim for the digital
government. Continue to substantially reduce administrative procedures and
business conditions. Review and rearrange the organizational apparatus;
downsize staff in association with restructuring and improving the quality of
the contingent of cadres, civil servants and public employees. Concentrate
resources to implement wage reforms as from July 1, 2022. Avoid using the
residual wage reform amounts for investment in capital construction and other
purposes, unless otherwise permitted by the National Assembly’s resolutions.
The Government must be responsible for compliance of its Ministries, central
and local authorities with the provisions of the National Assembly's
resolutions on the use of the residual wage reform amounts for other purposes,
ensuring adequate funds for wage reforms in accordance with the Resolution No.
27-NQ/TW. Promote decentralization, delegation of authority and personalization
of duty performance responsibilities associated with power inspection,
supervision and control. Perfect legal regulations, enable and protect cadres
who are involved in innovation, creativity, dare to think, dare to do, dare to
take responsibility for the common good. Strengthen the prevention and combat
against corruption, misconduct and extravagance; strictly take legal action
against economic and corruption cases; improve the efficiency of the recovery
of corrupt assets; prevent people and businesses from suffering acts of
harassment and nuisance. Focus on settling complaints and denunciations,
especially complicated and long-standing cases.
3.11. Aligning the socio-economic development with
consolidation and reinforcement of national defense and security potentials;
resolutely and persistently struggle to protect and maintain national
independence, sovereignty, unity and territorial integrity; maintaining a
peaceful and stable environment for the development of the country
Build the People's Army and the People's Public
Security that are revolutionary, regular, elite, and gradually modern; advance
a number of forces, services and armed services straight towards modernity; maintain
political security, social order, safety, human security, economic security and
cybersecurity. Get ready to respond effectively to traditional and
non-traditional security challenges. Avoid being passive or surprised, and
avoid forming opposing political organizations; vigorously combat crimes and
social evils. Synchronously and consistently organize and implement the
socio-economic construction and development together with the construction of
the all-people national defense, the all-people defense posture combined with
the strong people's security posture. Provide more protection and support for
marine economic activities, fishermen struggled to cling on to life at sea, and
effective fishery production. Continue to build and develop the national defence
and security industry towards dual functionality, purposes and modernity over
time.
3.12. Improving the efficiency of external relation
activities, proactively and actively engaging in comprehensive and in-depth
international integration, and enhancing the position and prestige of Viet Nam
in the international arena
Align diplomatic relation activities closely with
national defense, security and support for socio-economic development. Promote
in-depth, effective and sustainable relationships with partners, especially
important ones, in which interests are closely interwoven; act in a flexible,
creative and effective manner to deal with relationships with major countries.
Raise the level of multilateral diplomacy and successfully fulfill
international roles. Closely and effectively combine the Party's external
relation with the state diplomacy and public relation. Strive to basically
complete the demarcation and marking, settle unsolved border and territorial
issues with determination to promote the settlement of East Sea disputes by
peaceful means and according to international law, the 1982 United Nations
Convention on the Law of the Sea. Succeed in protecting Vietnamese citizens and
overseas Vietnamese.
4. Implementation
The Government, the Supreme People's Court, the
Supreme People's Procuracy, and the State Audit shall, within their ambit and
under their duties, develop action plans for each term of office and specific
plans for each year, take charge of effectively implementing the National
Assembly’s Resolution; by the end of 2023, shall present a mid-term report to
the National Assembly on the results of the implementation of the Resolution.
The National Assembly’s Standing Committee, the
Committee for Ethnic Affairs, the National Assembly’s Committees, National
Assembly’s Delegations and National Assembly’s deputies shall supervise the
implementation of this Resolution.
The Viet Nam Fatherland Front, its member
organizations and social organizations established in accordance with laws
shall supervise and encourage people of all classes to implement this
Resolution.
The National Assembly is calling on compatriots and
soldiers nationwide and overseas to uphold the spirit of patriotic emulation
and solidarity; promote internal strength; take advantage of favorable
opportunities; overcome difficulties and challenges; implement the 5-year
socio-economic development plan for the 2021-2025 period with the highest
results.
This Resolution is passed in the first Congress of
the 14th National Assembly of the Socialist Republic of Viet
Nam on July 27, 2021.
