RESOLUTION

ON SOCIO-ECONOMIC DEVELOPMENT PLAN IN 2022

THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Viet Nam;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13, which has been amended and supplemented with a number of articles under the Law No. 65/2020/QH14;

On the basis of reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, agencies of the National Assembly, concerned agencies and opinions of National Assembly deputies;

DECIDES

Article 1. General objectives

Safely adapt, flexibly and effectively control the COVID-19 pandemic, maximally protect the people's health and life, while focusing on removing difficulties for production and business, and effectively supporting people and businesses. Take advantage of every opportunity to promote socio-economic recovery and development across the country, in each industry, field, and locality, and maintain growth drivers in the long term. Strive to maintain macroeconomic stability, improve the autonomy, resilience, and adaptability of the economy. Continue to give priority to the synchronous improvement of institutional development, improving the efficiency of law enforcement, and building an orderly, disciplined, safe, healthy, democratic, fair, and civilized society. Speed up the construction of a synchronous and modern infrastructure system, especially a number of key national projects; improve the quality of human resources, step up the application and development of science, technology, and innovation. Focus on cultural development, ensure social security, and constantly improve the people's life. Strictly manage and effectively use land and resources, protect the environment, and proactively respond to climate change. Step up administrative reform, create a favorable business and investment environment, open up, mobilize, allocate and effectively use resources for national development. Strengthen information, propaganda, improve the efficiency of the mass mobilization in order to create social consensus. Step up the prevention and fight against corruption, negativity, and wastefulness. Consolidate national defense and security, firmly protect independence, sovereignty, unity, and territorial integrity, ensure political security, social order, and safety. Actively promote international integration, improve the efficiency of foreign affairs, contributing to maintaining a peaceful and stable environment for the country's development, as well as consolidating and enhancing Viet Nam's position and prestige in the international arena.

Article 2. Main indicators

1. Growth in Gross Domestic Product (GDP): 6-6.5%.

2. GDP per capita: 3,900 US dollars (USD).

3. Processing and manufacturing industry accounts for 25.5-25.8% of GDP.

4. Average growth rate of the consumer price index (CPI): 4%.

5. Average growth rate of social labor productivity: 5.5%.

6. Agricultural laborers account for 27.5% of total labor in the society.

7. Rate of trained workers: 67%, of which those with degrees and certificates account for about 27-27.5%.

8. Unemployment rate in urban areas: less than 4%.

9. Poverty rate (according to the multidimensional poverty criteria) decrease by 1-1.5%.

10. Number of doctors per 10,000 people: 9.4 doctors.

11. Number of hospital beds per 10,000 people: 29.5 hospital beds.

12. Health insurance participation rate: 92% of the population.

13. Percentage of communes meeting new rural standards: 73%.

14. Rate of urban daily-life solid waste collection and treatment meeting the standards and regulations: 89%.

15. Rate of operating industrial parks and export processing zones with centralized wastewater treatment systems meeting environmental standards: 91%.

Article 3. Main tasks and solutions

In principle, the National Assembly approved the tasks and solutions proposed by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and the National Assembly's agencies, and at the same time suggested the Government and relevant agencies to properly perform the following key tasks and solutions:

1. Focus on flexibly and effectively implementing the dual goal of COVID-19 prevention and control, and socio-economic recovery and development

Implement synchronously and effectively the Master Strategy on COVID-19 prevention and control and the Program on socio-economic recovery and development (after they have been approved by competent authorities). Promote the mobilization of social resources and prioritize the allocation of state budget sources to focus on improving the capacity of the health system and other important and urgent tasks.

Implement policies and solutions to maintain macroeconomic stability, control inflation, and ensure major balances of the economy. Administer flexibly and effectively financial and monetary policies to support the recovery of production, business, goods circulation, connection of labor supply and demand, promotion of exports, domestic consumption, and promotion of investment. Timely meet credit capital needs, strive to continue to reduce lending interest rates, closely monitor and control bad debts, and ensure credit institution system safety. Tighten financial discipline, strictly manage budget revenue and expenditure, combat revenue loss, tax arrears, transfer pricing, tax evasion, commercial fraud, strive to increase state budget revenue; promote thrift practices, combat budget and public assets waste and loss, thoroughly save expenditures right from the time of making, assigning and implementing estimates to give priority to COVID-19 prevention and control and socio-economic recovery and development; uniformly manage and use electronic invoices nationwide from July 1, 2022.

2. Build and improve institutions and organize law enforcement

Continue to promptly and fully institutionalize policies and guidelines of the Resolution of the 13th National Congress of the Party. Effectively implement the Resolution of the National Assembly on law- and ordinance-making program in 2022. Improve the promulgation quality of legal documents, minimize backlogs of detailed regulatory documents. Expeditiously develop and promulgate legal documents to ensure the unified and effective implementation of the Master Strategy on COVID-19 prevention and control, the Program on socio-economic recovery and development, especially promoting decentralization to localities to remove obstacles in production and business for people and businesses. Continue to promote judicial reform, improve the operational efficiency of judicial agencies. Effectively implement the State administrative reform master program for the 2021 - 2026 period; accelerate the construction of a digital government. Improve regulations on public administration transparency and integrity; effectively prevent and handle harassment and negative behaviors causing troubles for people and businesses.

Improve efficiency of law enforcement, reduce legal risks and compliance costs; attach importance to law dissemination and education and the timely and effective settlement of domestic and international trade and investment disputes. Continue to improve the legal framework for the synchronous, stable, and sustainable development of all market types, especially capital, currency, labor, science, technology, and real estate markets. Improve regulations and policies for the operation of business models, products and services applying modern technologies; building, completing and deploying an ecosystem to promote national digital transformation and innovation; promote piloting and testing a number of new business models and policies to recover and create conditions for breakthrough development of a number of industries and fields with great opportunities and potential such as tourism, services, transportation, and logistics…

3. Accelerate economic restructuring in association with growth model innovation, improve productivity, quality, efficiency, and competitiveness of the economy; create a foundation for the development of the digital economy and digital society

 

Focus on solving problems; expeditiously, taking drastic and effective steps in investment preparation, allocation, and disbursement of public investment capital. Accelerate the implementation of important national projects and national target programs. Rapidly complete the approval process and drastic implementation of the Scheme on restructuring and improving the efficiency of state-owned enterprises, focusing on state-owned economic groups and corporations in the 2021-2025 period; step up the implementation of the plan for equitization and divestment of state capital in enterprises, and rearrange and improve the operational efficiency of public non-business units. Consolidate and develop a number of large-scale, efficient, and competitive state-owned economic groups. Expeditiously research and implement the national program on increasing labor productivity; focus on developing national products.

Enhance credit access; strictly control credit for potential risk areas. Take more drastic and effective steps in restructuring credit institutions in association with resolving bad debts, loss-making and inefficient projects, and enterprises, in which, strive to handle at least 02 weak commercial banks, and 05 poor-performing projects/enterprises that are behind schedule, operate inefficiently or at a loss. Continue to restructure the state budget, strengthen public debt management, control overspending and inflation reasonably for socio-economic recovery and development. Develop industries and fields in the direction of sustainability, green development, based on innovation, and promoting transformation, clean energy, digital transformation, and enhancing the application of science and technology. Encourage enterprises to invest in agriculture and rural areas; research and develop science and technology and participate effectively in the global value chain.

Restore and develop broken production and supply chains, connect, and support domestic enterprises to participate in global production and supply chains. Restructure, recover and develop a number of important industries and fields and businesses that are directly affected by COVID-19 such as: trade, services, logistics, transportation, aviation, tourism...; urgently restore the tourism market, facilitate international and domestic travel, and appropriately support tourism businesses in association with ensuring disease safety.

4. Rapidly develop a synchronous and modern infrastructure system

Accelerate the construction of key infrastructure projects, strengthen regional, inter-regional, inter-territorial and international connections, especially important traffic infrastructure works such as the project to build some sections of the Eastern North - South Expressway in the 2017 - 2020 period (complete a number of component projects: Cam Lo - La Son; Dau Giay - Phan Thiet; Vinh Hao - Phan Thiet; Mai Son - National Highway 45 ); My Thuan - Can Tho Expressway Construction Project; Long Thanh International Airport Project; as soon as possible put into operation a number of urban railway lines in Hanoi and Ho Chi Minh City... Promptly overcome inadequacies, limitations and delays in investment preparation and public investment capital allocation; submit to the National Assembly for decision-making on the investment policy of important national projects of inter-territory and inter-provincial nature in the 2021 - 2025 period. Ensure the planning and construction progress of key power source and grid projects, especially works for green energy conversion and carbon emission reduction; complete the supply of electricity from the national grid for remote, mountainous and island areas. Formulate the planning and implementation of the Strategy to develop Viet Nam's electricity industry for the new period. Research and develop solutions to build smart and efficient grid systems.

Expeditiously deploy national shared digital platform infrastructure projects. Encourage information technology businesses to expand investment in digital contents in industrial and services sectors such as: electronics, information technology, network safety and security...

Synchronously invest in urban infrastructure in coastal economic zones. Develop agricultural and rural infrastructure systems, especially irrigation works, fishing ports, large fishing centers, and storm shelters, climate change adaptation projects against landslides. Encourage the development of commercial infrastructure in association with diversifying modern distribution models, smart payment methods, facilitating traceability, ensuring quality goods and competitive prices. Pay attention to improving cultural and social infrastructure, people's material, and spiritual life, and ensuring social security.

5. Improve the quality of education and training, develop human resources in association with promoting scientific research, technology application and innovation

Approve and implement the Education Development Strategy for the 2021 - 2030 period, with a vision to 2045. Continue to effectively implement the General Education Program in 2018, promote digital transformation in education and training, improve forms of teaching and learning in alignment with the pandemic context. Approve and implement strategies and master plans on vocational education; effectively and decisively address the excess and shortage of local teachers. Effectively implement policies on training and fostering talents, attracting high-quality scientific and technological human resources; accelerate the establishment of innovation centers and start-ups, develop the innovation and start-up movement nationwide, taking businesses as the center; develop a mechanism to promote the commercialization of scientific and technological research results, including scientific and technological research programs and projects funded with the state budget; strengthen linkages between domestic and foreign innovation networks; strengthen protection of intellectual property rights.

6. Promote the development of linkages between regions, economic zones, and urban and urban economic development, speed up the formulation and approval of master plans

Strive to complete the approval in 2022 of national, regional, and provincial plannings for the 2021 - 2030 period, with a vision to 2050. Focus on developing key economic zone and new growth drivers. Expeditiously study, improve and promulgate regional coordination institutions and regulations, strongly promote the development of inter-regional and inter-territorial linkages; maximize potentials and advantages, bring into play the role of growth engines of key economic regions, synchronously implement the National Assembly's resolutions on piloting the implementation of specific development mechanisms and policies in some localities so as to quickly create new driving force zones and new growth pillars.

Continue to implement master plans, plans, and projects on urban development to respond to climate change, green cities, and smart cities; strive to reach an urbanization ratio of 41.5 - 42%. Review, distribute and reorganize the development space of sectors and fields in harmony and rationality between urban and rural areas in each locality and region; promote urban economic restructuring towards green, sustainable growth, rapid development of digital economy, circular economy, dynamic industries, and highly competitive service industries.

7. Develop culture, realize social progress and justice; promote the values of Vietnamese culture and people

Effectively deploy the Viet Nam Cultural Development Strategy for the 2021 - 2030 period. Promote the values of Vietnamese culture and people to make them truly be the driving force and endogenous strength to promote sustainable development of the country. Appropriately organize cultural activities, festivals, arts performance, while ensuring disease safety. Continue to properly implement policies on people with meritorious services, social protection, social security assurance, job creation, sustainable multi-dimensional poverty reduction, child care and protection, and elderly life care, ensure deployment of gender equality; increase coverage of health insurance, unemployment insurance, social insurance; promote the development of voluntary social insurance and strive to reduce the number of beneficiaries of the one-time social insurance regime. Adjust health insurance premiums in association with improving the quality of medical examination and treatment services and appropriate support for target groups.

Continue to review, promulgate, and implement synchronously, promptly, and effectively policies to support employees; deploy solutions to restore and stabilize the labor market. Strengthen inspection and supervision of the implementation of social security policies; strive to avoid missing objects or areas in need of support.

Effectively implement national target programs on sustainable poverty reduction, new rural construction and socio-economic development in ethnic minority and mountainous areas. Focus on developing social housing for low-income people, workers, in association with building cultural institutions in economic zones and industrial zones. Properly fulfill the role of a hosting country and strive to achieve high results at important domestic and international sporting events, while ensuring savings and disease safety. Continue to better perform ethnic and religious work.

Improve the capacity of the health system, especially preventive health, and grassroots health in 2022. Effectively develop and implement a program on vaccine research and development of the pharmaceutical industry; encouraging research, investment, and technology transfer for domestic production of vaccines, medicines, and medical equipment; improve mechanisms and policies for the development of traditional medicines. Consolidate, improve, and develop grassroots medical networks, preventive medicines, form a synchronous system of disease control centers at all levels. Ensure adequate vaccines and organize safe, scientific, and effective COVID-19 vaccination.

8. Effectively manage and use land and resources; strengthen environmental protection; proactively prevent and combat natural disasters and adapt to climate change

Finalize and submit to the National Assembly the Law on Land (revised); effectively implement the National Land Use Plan for the 2021 - 2030 period, with a vision to 2050; the 5-year National Land Use Plan for the 2021 - 2025 period; soon complete the national land information system and database. Mobilize and use resources more effectively from land and natural resources and strictly handle violations; focus on protection and development of forests, maintaining forest coverage at no lower than 42%. Improve capacity for forecasting, warning, proactively taking measures to prevent, respond to and mitigate consequences of natural disasters, and adapt to climate change. Foster the efficient and sustainable use of water resources, ensuring water source security, safety of dams and reservoirs; promote international cooperation in the management and use of transboundary water resources.

Focus on solutions to effectively respond to climate change in association with the implementation of international commitments. Mobilize resources, continue to effectively implement Resolution No. 120/NQ-CP dated November 17, 2017, of the Government on sustainable development of the Mekong Delta in response to climate change.

9. Improve the effectiveness and efficiency of state management; tighten discipline and order; to step up the prevention and fight against corruption, negativity, and wastefulness

Continue to reorganize and consolidate the organization of the state administrative apparatus and public non-business units in the direction of streamlining, effectively and efficiently operating, creating clear changes in 2022. Continue to further promote decentralization and delegation associated with strengthening inspection, supervision, and control of power. Expeditiously review and complete the consolidation of functions, tasks, powers and internal organization of all levels and branches; continue to arrange administrative units at district and commune levels. Formulate effective solutions to implement and deploy the Party's policy on encouraging and protecting cadres who are active, creative, dare to think, dare to do, dare to take responsibility for the common good.

Streamline the payroll, restructure, and improve the quality of the contingent of cadres, civil servants, and public employees in parallel with job positioning; effectively implement the National Strategy to attract and utilize talents. Tighten administrative disciplines and order, uphold responsibilities of leaders; properly implement the civil service culture, promptly detect, and strictly handle violations. Strengthen assessment, inspection and audit of fields related to public property, public investment, land management, natural resources, and minerals. Speed up the investigation and handling of cases under the supervision and direction of the Central Steering Committee on anti-corruption; pay attention to the self-inspection and detection of corruption within agencies, organizations, and units. Strictly comply with regulations on citizen reception, settlement of complaints and denunciations. Implement the Strategy for E-Government Development towards a Digital Government for the 2021 - 2025 period, an information technology application system to evaluate administrative reform and measure people's satisfaction with services of state administrative agencies in the 2021 - 2030 period.

10. Consolidate and enhance national defense and security potentials; resolutely and persistently strive to firmly protect independence, sovereignty, unity, and territorial integrity; maintain a peaceful and stable environment, ensure political security, social order, and safety

Continue to research, monitor, firmly grasp the situation, handle it promptly, flexibly, avoid being passive or unprepared in any situation; closely and effectively combine national defense with economic, cultural, society security and foreign affairs. Actively strive to defeat all plots and destructive activities of hostile and reactionary forces; prevent the formation of hostile political organizations in the country. Synchronously deploy solutions to ensure national security, focus on internal political security, ideological culture security, economic security, cyber security, social security, environmental security, human security, worker security. Focus on suppressing crimes and social evils, curbing the increase in crime and law violations, creating positive changes, and building a safe, orderly, and disciplined society.

Improve the efficiency of state management of security and order, especially the management of entry and exit, accommodation, management of foreigners, assurance of traffic order and safety, fire and explosion prevention and control; focus on preventing, combating, and overcoming consequences of natural disasters, calamities, epidemics, environmental incidents, search, and rescue.

11. Improve the efficiency of external activities, proactively integrate deeply into the international community, contributing to strengthening the position and prestige of Viet Nam in the international arena.

Actively carry out external activities, raise the level of multilateral diplomacy, deepen bilateral relations with partners, increase political trust, interweave interests, and harmoniously handle relations with major countries; promote Viet Nam’s role at multilateral forums, contributing to solving global challenges. Strengthen high-level diplomatic activities, effectively exploit the frameworks of strategic partnerships, comprehensive partners, free trade agreements (FTAs), promptly develop plans to implement the Regional Comprehensive Economic Partnership (RCEP) Agreement before January 1, 2022. Continue to promote diplomacy on vaccines, drugs to treat COVID-19 and medical equipment; strengthen economic diplomacy in practical service for socio-economic recovery and development. Improve the work of external information, cultural diplomacy, and the protection of Vietnamese citizens living abroad.

12. Promote information dissemination, improve the effectiveness of mass mobilization and creation of social consensus

Concentrate information and communication on the Party's directions, the State's policies and laws and major events of the country; focus on propagating and promoting good models, creative methodologies, examples of good people and honorable deeds; promptly fight against wrong views and ideas, not allowing hostile forces to take advantage; demolish, remove, and prevent untrue, bad, and malicious information; strictly handle violating organizations and individuals.

Improve the effectiveness of mass mobilization, further promoting the role of the Viet Nam Fatherland Front and its member organizations, contributing to creating social consensus, consolidating the great national unity bloc, strive to fulfill the set goals and tasks on socio-economic development.

Article 4. Implementation organization

The Government, local administrations at all levels, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit shall, according to their assigned functions and tasks, organize the successful implementation of this Resolution.

The Standing Committee of the National Assembly, Ethnic Minority Council, National Assembly Committees, National Assembly delegations and National Assembly deputies shall, within the scope of their functions, tasks, and powers, supervise the implementation of this Resolution.

The Viet Nam Fatherland Front and its member organizations shall supervise and encourage all classes of people to implement this Resolution.

The National Assembly calls on compatriots and soldiers nationwide and compatriots abroad to uphold the spirit of patriotic emulation and solidarity, promote national unity, overcome difficulties and challenges, and successfully implement the National Socio-Economic Development Plan in 2022, so as to create a foundation for the implementation of the 5-year socio-economic development plan in 2021-2025.

This resolution was approved by the 15th National Assembly of the Socialist Republic of Viet Nam at its second session on November 12, 2021.
