Since the social-economy development plan for 2010 has been actively carried out and conducted right from the beginning of the year, the country’s socio-economic situation for 11 months still gains positive results in general.
Agriculture, forestry and fishery
As of 15/11/2010, the country has harvested 1,453,400 ha of winter rice, equal to 98.6% of the same period last year, of which provinces in the North reaped 1,137,500 ha, accounted for 95.7% of the cultivated area and equal to 98.7%; provinces in the South cropped 315,900 ha, equal to 98.5% of the same period last year.
Also at this period, provinces in the South have seeded 379,100 ha of winter-spring rice, increased by 13.9% against the same period last year.
Together with the winter rice reaping, provinces in the North have cultivated 155,500 ha of maize, up by 5.8%; 45,700 ha of sweet potato, up by 2.4%; 92,900 ha of soya, up by 16.6%; 6,900 ha of peanut, down by 6.5%; and 111,300 ha of vegetables, up by 2.1% against the same period last year.
According to preliminary results from the animal husbandry survey, at the moment of 01/10/2010 there were 2.9 million buffalos, up by 2%; 5.9 million oxen, down by 3.1% mainly due to narrowed pastured area; 27.4 million pig, down by 1% due to the impact of the blue-ear disease that happened in almost localities; 301 million fowls, up by 7.5% against the same period last year.
Generally, in 11 months of 2010, the new concentrated forestation area over the country was estimated at 218,600 ha, up by 3.8% over the same period last year; the dispersed planted trees were 175.6 million, up by 0.1%; woodcut production gained 3,566,800 m3, up by 6.1% over the same period last year.
The damaged forestry area was 7,780.7 ha, of which the burnt area was 6,723.3 ha; the destroyed area was 1,057.4 ha.
Generally in 11 months of 2010, the total estimated fishing production was 4,682,500 tons, up by 4.8% against the same period last year, of which farmed products gained 2,488,000 tons, increased by 4.9%; caught products were 2,194,500 tons, up by 4.7% (sea caught production was 2,017,600 tons, up by 4.9%).
The general industrial production value at 1994 constant prices in 11 months was at an estimate of 717.1 trillion dongs, increasing by 13.8% as against the same period last year. Of which, the state sector was up by 7.5%; the non-state industry by 14.5%; and the FDI sector by 16.9% (petroleum and gas decreased by 2.7%, others increased by 19.4%).
During 11 months of this year, many main industrial items had higher growth than the general rate for the whole industry. The general consumed rate for the manufacturing industry in 10 months of this year was up by 10.8% as compared to the same period in 2009. Also in this industry, the in-stock rate for some items as of 01/10/2010 was higher than that in the same period in 2009.
The general realized investment capital from the state budget in 11 months was 131.1 trillion VND, equaling 102.2%of the yearly estimate, of which, capital under central management was 38.3 trillion dongs, equal to 94%; and capital under local management 92.8 trillion dongs, equal to 106% of the yearly plan.
The attracted FDI from the beginning of the year to 20/11/2010 was at an estimate of 13.3 billion USD, equal to 60% compared to that in the same period in 2009. Of which, the registered capital of 833 newly licensed projects was USD 12.1 billion (decreased by 20.4% by the number of projects and by 26.3% by the capital as compared with the same period last year); the additional registered capital of 210 times of projects licensed from previous years was USD 1.2 billion. The realised FDI in 11 months was estimated at nearly USD 10 billion, up by 9.9% as against the same period last year.
In 11 months of this year, the manufacturing area was still the strong point for attracting foreign investors to Viet Nam with a registered amount of 4.4 billion USD, of which 3.5 billion USD was of 334 newly licensed projects and 907.1 million USD was additional capital. The area of production and supply of electricity, gas and water had 6 newly licensed projects with a registered amount of 2.9 billion USD. The registered capital in the area of real estate business was 2.8 billion USD, of which 2.7 billion USD was of 20 newly licensed projects and 132.1 million USD was additional capital.
Government revenues and expenditures
As estimated, total Government revenues from the beginning of the year to 15/11/2010 was equal to 98.7% of the yearly estimate, of which domestic revenues accounted for 96%; revenues from crude oil was 89.8%; and from import-export 113.4%. Of the domestic revenues, receiving from the state-owned enterprises equaled to 94.2%; from FDI enterprises (excluding crude oil): 87.9%; from non-state industrial, commercial and service taxes: 89.6%; taxes imposed on high-income persons: 108.7%; petroleum fees: 92.1%; and other fees: 87.7% of the yearly estimate.
As estimated, total Government expenditures from beginning of the year to 15/11/2010 was equal to 88.7% of the yearly estimate, of which spending for investment and development accounted for 87.4%; for economic and social development, national defense and security: 89.8%; for paying debts and aids: 104.7%.
Total retailed sales of consumer goods and services
The total retailed sales of consumer goods and services in 11 months of 2010 were at an estimate of 1,425.2 trillion dongs, up by 25% as compared with the same period last year, the growth would be 14.7% if the factor of rising price were excluded. Of which, the trade business gained 1,121.9 trillion dongs, up by 25.4%; the hotel and restaurant: 157.6 trillion dongs, up by 22.3%; the service 131.4 trillion dongs, up by 23.9%; and the tourist 14.2 trillion dongs, up by 30.8%.
The general export turnover in 11 months was at an estimate of USD 64.3 billion, up by 24.5% over the same period last year. Of which, the domestic economic sector gained 29.5 billion US$, going up 21.6%; the FDI sector 34.8 billion US$, up by 27%. If crude oil was excluded, the figure was 30.3 billion US$, up by 40.3%.
The general import turnover in 11 months was at an estimate of 74.9 billion US$, up by 19.8% as compared to the same period in 2009, of which the domestic economic sector gained 42.5 billion US$, up by 8%; and the FDI sector with 32.4 billion US$, up by 39.9%.
Trade deficit in 11 months was 10.66 billion US$, decreased by 2.5% as compared to that in the same period last year and equal to 16.6% of export turnover. If the factor of exportation of gold and gold products was excluded, the import surplus was estimated at 13.48 billion USD, equal to 21% of the export turnover
Consumer Price Index (CPI
November’s CPI was increased by 1.86% as compared to the previous month. The group of catering and related services had the highest rising with 3.45%, this was the main reason for high rising CPI in November (food was up by 6.02%; foodstuff by 3.27%). The group of housing and construction material was up by 1.74%. Those groups with CPI rising below 1% were: drinks and tobacco by 0.94%; textile, hats and footgear by 0.9%; family tools and appliances by 0.74%; medicines and health services by 0.59%; culture, entertainment and tourism by 0.56%; transport by 0.29%; education by 0.23%. Only the post and telecommunication had decreased CPI of 0.03%.
The CPI in November 2010 was increased by 9.58% against December 2009, and by 11.09% against the same period last year. The ten-month average CPI was increased by 8.96%, against that in the same period in 2009.
November’s gold price was increased by 8.67% over the previous month, by 23.31% against December 2009 and by 36.24% against the same period in 2009. November’s US$ price was up by 3% over the previous month, by 6.63% against 12/2009 and by 10.03% against the same period last year.
Carriage of passengers and cargos
Passenger carriage in 11 months was estimated at 2,230,100 participants, increased by 14.3% and 97.5 billion passengers-kilometers, up by 15.6% against the same period last year. Of which, the central transport gained 35.9 million participants, up by 11.3% and 24.8 billion passengers-kilometers, up by 14.4%; the local transport 2,194,200 participants, up by 14.5% and 72.7 billion passengers-kilometers, up by 15.9%. The land transport was estimated achieving 2,045,500 participants, up by 15.1% and 70.8 billion passengers-kilometers, up by 13.4%; the river 155.4 million participants, up by 3.8% and 3.3 billion passengers-kilometers, up by 3.8%; the aviation 12.9 million participants, up by 23.5% and 19.2 billion passengers-kilometers, up by 27.9%; the sea 6 million participants, up by 4.2% and 381.3 million passengers-kilometers, up by 5.1%; the rail 10.4 million participants, up by 4.2% and 3.8 billion passengers-kilometers, up by 6.4% against the same period last year.
The volume of cargos carried in 11 months was at an estimate of649.3 million tons, going up by 12.4% and 200.9 billion tons-kilometers, up by 9.9% against the same period last year. Of which, the domestic transport gained 605.9 million tons, going up by 12.5% and 57.7 billion tons-kilometers, up by 10.2%; the overseas transport 43.4 million tons, up by 11.2% and 143.2 billion tons-kilometers, up by 8.6%. The land transport gained 484.3 million tons, up by 13.5% and 26.6 billion tons-kilometers, up by 14.7%; the river 108.4 million tons, up by 5.1% and 17.3 billion tons-kilometers, up by 1%; the sea 49.3 million tons, up by 21% and 153.1 billion tons-kilometers, up by 10.2%; the rail 7.1 million tons, down by 5% and 3.5 billion tons-kilometers, up by 1%.
The number of new telephone subscribers from beginning of the year to the end of 11/2010 has been 38.1 million, up by 6.1% against the same period in 2009, including 786,500 desk telephone subscribers, down by 44.3% and 37.3 million mobile phone subscribers, up by 8.1%. The number of telephone subscribers over the country to end of 11/2010 was estimated at 163.7 million, increased by 39.7% against the same period last year, including 16.4 million desk telephone subscribers, up by 6% and 147.3 million mobile phone subscribers, up by 44.8%.
The number of internet users as of end of 11/2010 was estimated at 3.7 million, increased by 29.1% against the same period last year. The number of internet users as of the end of 11/2010 has been 27.3 million, up by 21.3% against the same period last year. The total postal and communicational service net income in 11 months was estimated at 119.7 trillion dongs, going up by 26.8% over the same period last year.
International visitors to Viet Nam
International visitors to Viet Nam in 11 months were estimated at 4,600,300, up by 36.5% against the same period last year. Of which,visitors coming for tourist purposes were 2,851,700, up by 42.3%; for business purposes 932,500, up by 39.3%; for visiting relatives 520,200, up by 10.7%.
According to local reports, generally in 11 months of 2010, the country had 748,700 times of households with 2,913,500 times of members suffered from food shortage. This status focused mainly in mountainous provinces, and places that were much impacted by heavy floods last months. To over come this problem, all organisations and agencies over the country have supported hunger families 42,000 tons of food and 63.7 billion dongs; only in 11/2010 over 5,000 tons of food and more than 50 billion dongs were provided.
Epidemic diseases and food poisoning
Generally, in 11 months, the country had 109,300 cases of hemorrhagic fever (74 died); 38,500 cases of malaria; 6,600 cases of viral hepatitis; 825 cases of virus encephalitis (22 died); 984 cases of typhoid and 249 cases of Neisseria meningitidis.
The total number of HIV-infected persons over the country as of 16/11/2010 has been nearly 230,000, of which 91,400 turned to AIDS and 48,600 persons died of AIDS.
Generally, in 10 months of 2010, the country had 11,345 cases of traffic accident, killing 9,397 persons and injuring8,363 others. As compared to the same period in 2009, cases of traffic accident increased by 13.2%, the death by 0.3%, and the injured by 32.8%. On average, each day in 10 months, the country had37 cases of traffic accident, killing 31 persons and injuring27 others. Traffic accident by land still took the main part, accounted for 96.6% of total cases, 97.1% of total deaths and 97.6% total injured persons.
Natural calamity that occurred in November in the south central coast region caused heavy damages of persons and property, impacted on production and the people’ life in those localities. According to preliminary report, calamity has made 70 persons died and gone missing (Binh Dinh province suffered heaviest damage with 16 died and gone missing); over 110,000 houses were flooded, roofs blown up and swept away; more than 50,000 ha of rice and vegetables were inundated and damaged; more than 2,400 ha of aquaculture destroyed; nearly 60 kilometers of dyke and embankment broken; nearly 340 kilometers of highway flooded and blown off. Total losses caused by natural calamity in the month were estimated at nearly 2.4 trillion dongs, of which Ninh Thuan province suffered heaviest losses with 1.1 trillion dongs. The work of overcoming the impact caused by calamity has been actively conducted by localities; at the same time the close monitoring of natural calamity, happenings were performed in order to minimize damage of human beings and property./.
