The results of production and business in 2010 – the last year of the five-year plan play an important role in achieving social and economic objectives and goals set in the five-year socio - economic development plan (2006-2010) and ten-year social and economic development strategy for the country generally and each locality particularly. This is also a foundation year for establishing the five-year socio - economic development plan (2011-2015) and ten-year socio - economic development strategy (2011-2020). The socio - economic situation in nine months of 2010 shows more stable and positive growth.
RESTORATION OF THE ECONOMIC GROWTH
Gross Domestic Products (GDP) Growth
GDP in nine months of 2010 was estimated to increase by 6.52% as compared to the same period last year, of which it rose by 5.83% for 1st quarter; by 6.4% for 2nd quarter and by 7.16% for this quarter. This was a relatively high growth as compared to that of 4.62% in the same period last year.
Of the economy’s general growth, the agriculture, forestry and fishery rose by 2.89%, contributed 0.49 point percent; the industry and construction by 7.29%, contributed 3.02 points percent and the service by 7.24%, contributed 3.01 points percent.
Agriculture, forestry and fishery
The production value of this sector at 1994 constant prices in nine months of 2010 was estimated to increase by 4.6% against the same period last year, of which the agriculture rose by 4.4%; forestry by 4.1%; and the fishery by 5.3%. Detailed status was shown below:
As of the middle of September, the country has had 1,636,000 ha of winter rice cultivated, equal 97.1% to the same period last year. Together with this, as of 15/9/2010, provinces in the South have harvested 1,756,700 ha of summer rice, of which the Mekong Delta has finished 1,477,300 ha. Also as of this period, the country has had 953,800 ha of maize cultivated, rose by 1.4%; 123,500 ha of sweet potato, up by 1.7%; 216,000 ha of peanut, decreased by 15.5%; 179,700 ha of soybean, down by 6.2% and 725,900 ha of vegetables, up by 9.1% against the same period last year.
The status of animal husbandry since the beginning of the year has been stable since it was not much impacted by epidemic disease. As of the middle of September, there have been 2.9 million buffalos, approximate to the same period last year; 6.2 million oxen, showing a light increase; the flock of poultry was estimated growing by 5-6%.Live-weight output was estimated increasing by 3-4% for buffalo and ox and over 12% for poultry against the same period last year.
Also at this period, the country has had 27.1 million pigs, slowed down by 3% against the same period last year due to the impact of blue ear disease. The total number of infected pigs in the Mekong Delta, South East and Central Highland was over 330,000, of which over 194,000 died and disposed of.
The production was developing in a stable way. Generally for nine months of 2010, The concentrated forest area over the country was estimated at 164,000 ha, rose by 3.8% compared to the same period last year; decentralized planted trees were 163.2 million, up by 0.1%; reforestation area was 778,000 ha, up by 4.9%; area under care was 331,000 ha, up by 5.1%; woodcut production was 2,740,800 m3, up by 6.2%. In nine months, the country had 7,773.7 ha of forestry damaged, mainly due to long last drought happened in the early days of the year, of which burnt area was 6,718.3 ha; deforestation area was 1,055.4 ha.
The total estimated fishing production in 9 months was at 3,794,000 tons, rose by 4.7% as against in the same period last year, of which there were 2,871,000 tons of fish, up by 4.5%; 412,000 tons of shrimp, up by 6.4%. The aquaculture production in 9 months was estimated at 2,013,000 tons, going up by 4.8% against the same period last year. The catching had considerable results with an estimated amount of 1,781,000 tons, up by 4.7% as compared to last year, of which sea catching gained 1,640,000 tons, up by 5.2%.
The industrial production value (at 1994 constant prices) in 9 months of 2010 was estimated increasing by 13.8% as against in the same period last year, of which the state sector grew by 9.1%; the non-state sector by 12.7%; and the FDI sector by 17.4%.
Retailed sales of consumer goods and services
The total retailed sales of consumer goods and services in 9 months of 2010 were at an estimate of increasing by 25.4% against in the same period last year, if the factor of high price was excluded the growth was 15.4%. Of the total, the trade rose by 26.4%, the hotel and restaurant by 21.8%; the service by 20.5%; and the tourism by 37.4% against the same period in 2009.
Carriage of passengers and cargos
Passenger carriage in 6 months of 2010 was estimated rising 14.2% by the volume carried and 16.5% by the volume-traffic carried as against in the same period in 2009.Of which, the land transport respectively rose by 15% and 13,6%; the river by 3.4% and 3.1%; the aviation by 32.1% and 30.6%; the sea by 4.2% and 5%; and the rail by 6.1% and 8.5%.
The volume of cargos carried in 9 months of 2010 was estimated increasing 12.2% by the volume carried and 9.7% by the volume-traffic carriedas against in the same period in 2009,of which the domestic transport rose respectively by 12.6% and 10%; the oversea transport by 10.4% and 8.6%. Respectively, the land transport increased by 13% and 14.3%; the river by 5.1% and 1.3%; the sea by 22% and 10.1%; the rail fell down 5.8% by volume carried and approximate to the same period last year’s rate by volume traffic carried.
The number of newly developed telephone subscribers as of the end of September 2010 was 32.9 million, rose by 4.2% against the same period in 2009. Of which there were 754,000 desk telephone subscribers, going down by 34.6%; 2.1 million mobile phone subscribers, up by 5.7%. To end of September 2010, the number of telephone subscribers over the country was at an estimate of 158.5 million, up by 40.4% as against in the same period last year, including 16.4 million desk telephone subscribers, up by 7.6% and 142.1 million mobile phone subscribers, up by 45.5%.
To the end of September 2010 the number of internet subscribers over the country was 3.5 million, rose by 28.8% as compared to the same period last year. The number of internet users as the end of September was 26.6 million, going up by 21% against the same period last year. Total net income of the postal and telecommunication service in 9 months was estimated at 95.7 trillion dongs, up by 36.3% as compared to the same period last year.
International visitors to Viet Nam
International visitors to Viet Nam in 9 months of 2010 were at an estimate of 3,731,900, rose by 34.2% against in the same period last year. Of which,visitors coming for tourist purposes went up by 43.3%; for business purposes by 39.8%; and for visiting relatives by 2%. During 9 months of this year, visitors from China rose by 89.2%; from Republic of Korea by 29.4%; from the United States by 2.4%; from Japan by 18.7%; from Taiwan by 20.7%; from Australia by 27.9%; from Cambodia by 92.2%; from Thailand by 39.5%; from France by 12% and from Malaysia by 23.1%.
RESULTS OF STABILISING MACRO ECONOMY, IMPROVING QUALITY OF THE GROWTH AND PREVENTING INFLATION FROM RETURNING
Investment and development
The social realized investment capital in 9 months at current prices was estimated at 602.8 trillion dongs, rose by 19.8% against the same period in 2009, of which the state sector accounted for 37.6% of the total amount and rose by 30.2%; the non-state sector 36.8% and 17%;the FDI sector 25.6% and 10.7% respectively. Of the state investment, the realized investment capital from the state budget in 9 months was estimated at 106.1 trillion dongs, equaling 82.7% of the yearly estimate.
The attracted FDI from 1/1 to 20/9/2010 gained US$ 12.2 billion, equal to 87.3% of that in the same period in 2009. Of which, the registered capital of 720 newly licensed projects was 11.4 billion USD, going down 13.1% by the number of projects but rising 37.3% by capital as compared to the same period last year; the additional registered capital of 153 times of projects licensed from previous years was 783 million USD. Realized FDI in 9 months was estimated at 8 billion USD, rose by 4.8% against in the same period in 2009. Among fields having FDI in 9 months, the manufacturing took 30.2% of the total registered capital; the electricity, gas and water occupied 24.1%; the real estate business got 22.6%.
Among 48 foreign countries that invested in Viet Nam in 9 months of this year, Netherlands was a leading country with 2,220.2 million USD; following were South Korea with 1,840.1 million USD; the United States 1,792.2 million USD; Japan 1,457.6 million USD; Taiwan 1,029.6 million USD; Virgin Islands (UK) 672.5 million USD; West India (UK) 475.9 million USD.
During nine month period, the total value of ODA throughout agreements signed with sponsors was 2,209 million USD, of which 2,108 million USD were loans and non-refundable aids were 101 million USD. As estimated, 1920 million USD of ODA capital was reimbursed in 9 months, equal to 79% of the yearly estimate and up by 11% against the same period last year.
Government revenues and expenditures
As estimated, total Government revenues from beginning of the year to 15/9/2010 was equal to 78.2% of the yearly estimate, of which domestic revenues accounted for 77.2%; revenues from crude oil 66.1%; revenues from import-export 89.8%. Of the domestic revenues, collecting from state enterprises was equal to 77% of the yearly estimate; from FDI enterprises (excluding crude oil)) equal to 68.8%; from non-state industrial, commercial and service taxes 71.3%; taxes imposed on high-income persons 85.9%; petroleum fees 75%; and other fees 66.9%.
As estimated, total Government expenditures from beginning of the year to 15/9/2010 was equal to 69.7% of the yearly estimate, of which spending for investment and development accounted for 69.6%; for economic and social development, national defense and security 70.8%; for paying debts and aids 79%.
September’s export turnover was estimated decreasing by 11% against the previous month and increasing by 32.2% against the same period in 2009. The general export turnover in nine months was at an estimate of USD 51.5 billion, rose by 23.2% against the same period last year (If the exportation of gold and gold products was excluded it would increase by 24.6%), of which the domestic economic sector gained 24.2 billion USD, up by 19.7%; the FDI sector (including crude oil) 27.3 billion USD, up by 26.5%.
The United States was still Vietnam’s largest import market with an estimated amount of 9.1 billion USD for 8 months in 2010, up by 25.7% against the same period last year; following were EU with 6.9 billion USD, up by 12.5%; ASEAN with 6.8 billion USD, up by 19.7%; Japan 4.8 billion USD, up by 24.4%; China 4.1 billion USD, up by 46,8%; Republic of Korea 1.7 billion USD, up by 31.5%.
September’s import turnover was estimated decreasing by 1.4% against the previous month and increasing by 8.2%against the same period in 2009. The general import turnover in 9 months was at an estimate of 60 billion USD, up by 22.7% against the same period last year, of which the domestic economic sector gained 34.4 billion USD, up by 11.2%; and the FDI sector with 25.7 billion USD, up by 42.4%.
The import turnover in 8 months of 2010 from China went up by 29%; from ASEAN up by 27.7%; from Republic of Korea up by 40.3%; from Japan up by 23.2%; from EU up by 17.3%; and from Taiwan up by 10.4%.
Trade deficit in 9 months was at an estimate of 8.6 billion USD, rose by 19.8% against the same period last year and equal to 16.7% of the export turnover, of which it mainly resulted from imports from China with over 8.4 billion USD. If the exportation of gold and gold products was not included, the trade deficit for 9 months of this year was 11.4 billion USD, rose by15.7% against the same period last year and equal to 23.3% of the total export turnover.
Results of keeping inflation from returning
September’s CPI rose by 1.31% against the previous month. With over 1% growth, this has been the highest increase for the past 6 months since March 2010. The main reason for this was due to the school fees rise schedule applied from school year 2010-2011, which contributed 0.68% to the country’s CPI general increase.
The group of education had highest CPI growth with 12.02%; following were housing and construction material with 1.08%; transport by 0.91%; catering and related services by 0.79% (food by 2.32%; foodstuff by 0.39%); culture, entertainment and tourism by 0.48%; drinks and tobacco by 0.44%; medicine and healthcare service by 0.35%; both two groups of textile, hats, footgear and family appliance by 0.34%. Only the communications price decreased by 0.07%. September’s CPI rose by 6.46% against December 2009 and by 8.92% against the same period last year. Average CPI for 9 months of 2010 increased by 8.64% as compared to that of 2009.
RESULTS OF MAINTAINING SOCIAL SECURITY, DEVELOPING EDUCATION, HEALTH, CULTURE AND OTHER SOCIAL FIELDS
Population, labour force, employment
The country’s average population in 2010 were estimated being 86.97 million, including 43.98 million women, accounted for 50.6%; and 42.99 men, accounted for 49.4%; 26.02 million people were living in urban areas, accounted for 29.9%; and 60.95 million people were living in rural areas, accounted for 70.1%.
According to the results of labour force and employment survey, the country had 77,3% people 15 aged 15 and above joined in the labour force as of 01/4/2010. The proportion of workers aged 15 and above who had been technically trained was 14.6% (The concept "trained workers" presently used by the General Statistics Office (GSO) refers to persons who have technical degrees or certificates granted by authorised agencies, while the "Population Strategy" takes into account all persons who have not undergone any trainings but been grown up through self-taught course or technical skill tutor). The underemployed rate within the labour age group was 4.31%, of which it was 1.95% in urban areas and 5.24% in rural areas. The unemployed rate within the labour age group was 2.88%, of which it was 4.43% in urban areas and 2.27% in rural areas.
Generally in 9 months, the country had 688,400 households with 2,653,900 members suffered from food shortage, mainly focused in provinces of the North mid-land and mountainous; North Central Coastal and Central Highlands regions. To overcome the problem, all administrative levels and sectors from central to local since beginning of the year have supported hunger families 36,400 tons of food and nearly 12 billion dongs. Total supported items by cash and in kinds to persons under policy on the occasion of the Tiger Lunar New Year 2010 were about 885 billion dongs. According to reports from 31 provinces/cities, there have been over 26,000 newly built houses handed over. The life of workers and employees has been improved thanks to the rise of salary from a minimum level of 650,000 dongs to 730,000 dong per month.
Especially the credit program that applied to pupils and students has been continuously carried out in an effective way, contributing to supporting children of poor family to learn at schools. As of 7/2010, 1.9 million students have been lent with a total amount of 23.7 trillion dongs, of which 786,700 university students lent 10.4 trillion dongs; 584,200 college students lent 7.4 trillion dongs.
According to local reports, the passed rate for senior secondary school of the school year 2009-2010 over the country was 92.6%; for senior secondary continuation school was 66.4%, rose by 83.8% and 39.9% respectively against the school year 2008-2009. As of 9/2010, there have been 52/63 provinces/cities met the standards for popularised primary education within right age group and 63/63 provinces/cities met the standards for popularised junior secondary education.
In the school year 2009-2010, the country had 294 boarding schools for ethnic groups (rose by 9 schools against the last school year) with about 70,000 pupils granted scholarship under policy; 1,736 semi-boarding schools for ethnic groups with 138,500 learning pupils.
According to preliminary report, in the beginning of the school-year 2010-2011, the country had 622,000 kindergarten children, went up by 7.2%; 3,020,000 pre-school children, up by 3.8%; 7,030,000 primary school pupils, up by 1.8%; 5,280,000 junior secondary school pupils, up by 1.3% and 2,900,000 senior secondary school pupils up by 1% against the last school year.
Total number of candidates sitting for university entry exams of all three phases in the school year 2010-2011was 1,589,000, rose by 7.2% against the last school year; Newly accepted students for university/college regular system were 547,000. Among the group of universities and colleges of the regular system enrolled students in their schools this year, 331 schools organised entry exams and 133 schools did not organise exams. The number of newly selected technical trained students as of 9/2010 has been at an estimate of 611,600 times of persons.
During nine months of 2010, the country had 59,6000 cases of hemorrhagic fever (44 died), went down by 4.3%; 28,7000 cases of malaria (7 died), down by 5%; 4,700 cases of viral hepatitis, down by 6.2%; 578 cases of viral encephalitis (17 died), down by 17.4%; 769 cases of typhoid, down by 27.9% and 162 cases of Neisseria meningitidis, down by 30.2% as compared to the same period last year.
The number of HIV/AIDS infected persons found in the country from the case found to September was 227,700, of which 90,400 turned to AIDS and 48,200 died of AIDS.
In 9 months of 2010, the country had 109 cases of food poisoning, making 4,100 persons infected, of which 37 died.
For high performance sport activities , the Sport Branch since the beginning of the year has conducted successfully 36 prizes in the program of the 6th National Congress for Gymnastics and Sports, 105 national sporting games, participated in 90 international sporting games and hosted 20 international sporting games. In international sporting games, the Vietnamese team has won 286 medals of all kinds, including 116 gold, 91 silver and 79 bronze medals.
In August 2010 the country had 1,139 cases of traffic accident, killing 949 persons and injuring 825 others. Compared to the same period in 2009, cases of traffic accident rose by 12.7%, the death decreased by2% and the injured rose by 40.6%. Generally, in 8 beginning months of the year there were 9,109 cases of traffic accident, killing 7,504 persons and injuring 6,730 others. As compared to the same period in 2009, traffic accidents rose by 10.4%, the death fell by 2.4% and the injured went up by 31.2%. On average, each day in 8 months of 2010, the country had 38 cases of traffic accident, killing 31 persons and injuring 28 others.
Natural calamity happened in 9 months of 2010 has made 110 persons died and missed out; over 1,5 houses collapsed and swept away; nearly 82,000 houses inundated and damaged; over 18,000 ha of rice and vegetables gone empty loss. Total losses in 9 months were estimated at 1.8 trillion dongs./.
