Prime Minister Phan Văn Khải's speech at the launch of the Government website

Hà Nội, January 10, 2006

Comrades and friends, 

I am happy to attend the opening ceremony and launch of the website of Goverment of the Socialist Republic of Việt Nam. 

The Party and State of Việt Nam stick to promoting the application and development of information technology for national industrialization and modernization and international economic integration. Against the conditions of tight State budget, over the past few years, Government has focused investment on IT application and development projects, including the project to form the Government website on the Internet.

The Government website is an information agency of Government, based at Government Office, operating on the model of an electronic newspaper. Together with other important information agencies of the country and with the launch of the Government website, our Party and the State has another crucial channel of information, daily and hourly providing formal information on the Party's lines and State policy, performance of Government and the Prime Minister, state of socio-economic development of another areas of the country on the Internet. The Government website should be a focal point linking information provided by administrative agencies at all levels, working towards the delivery of public services and building online relations between Government and members of the public and entrepreneurs, in contribution to fruitfully implementing the Administration Reform Program and the roadmap to provide open and transparent information for members of the public and the business community.

I am convinced that as a representative of the Vietnamese Government in parallel with the appearance of other national websites on the Internet, our Government website will work to bridge the spatial and timing gap in communications and dialogue between Government and all strata of the population inside the country as well as those outside the country, between Government and entrepreneurs and investors, in a joint search for the best way to make the country of Vietnam ever richer, more powerful, democratic and civilized. At the same time, the Government website will also contribute to the global knowledge pool on the Internet, helping to deepen international friends' understanding of and cooperation with Việt Nam. 

I take this opportunity to praise the efforts made by the Office of Government, which had worked with the ministries of Post and Telecommunications, Culture and Information, Internal Affairs, Planning and Investment, Finance and other units, to make the launch of the Government website possible at this significant moment. I request ministries, services and People's Committees of provinces and central cities, political, social and professional organizations, and businesses to work with Government Office to see to it that the Government website runs and grows better day after day. 

I ask the leadership, experts, editors, reporters and workers of the Government Office to keep raising their political awareness and improving their professional skills, striving for the truthfulness and precision of information on the Government website, the ensured safety and security of the system and the network, minimizing the risk of any possible incidents.

May the officials, experts, editors, reporters and workers of the Government website positively compete with each other to greatly fulfill their assigned tasks.
